Job Overview:
The National Liaison Officer (International Partnerships) position is a pivotal role within the IOM, primarily focused on enhancing strategic partnerships with key regional partners, particularly multilateral development banks and international organizations based in Washington, D.C. The incumbent will work under the direct supervision of the Senior Advisor for Multilateral Partnerships & Liaison, collaborating closely with Global Thematic Specialists. The role involves supporting IOM's global operations by engaging with partners to leverage support for IOM's mandate. The officer will be responsible for developing and implementing strategic plans and frameworks that facilitate effective partnerships, ensuring that IOM's perspectives are communicated effectively during engagements with stakeholders. This position requires a proactive approach to partnership development, technical support to regional and country offices, and coordination of events that promote IOM's advocacy efforts.

Duties and Responsibilities:
  • Support the development and implementation of strategic initiatives to strengthen partnerships with the World Bank and other multilateral development banks.
  • Act as the primary liaison with key organizations based in Washington, D.C., ensuring timely communication and addressing inquiries.
  • Contribute to the creation and revision of strategic documents, including annual work plans and partnership agreements.
  • Facilitate coordination with global entities and provide technical assistance to country offices in formalizing partnerships.
  • Assist in mapping funding instruments and sharing best practices with country offices.
  • Support capacity-building initiatives related to partnerships and project implementation.
  • Organize events in collaboration with advocacy and communication units.
  • Monitor engagement opportunities and share relevant information with stakeholders.
  • Perform additional duties as assigned by the Senior Advisor.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Law, Political or Social Science, International Relations, Economics, Finance, or a related field, along with four years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields with two years of relevant experience is acceptable. Previous experience working for a multilateral development bank is essential, as is demonstrated experience with international organizations and knowledge of the UN and Inter-American systems. Candidates should have a proven track record in donor liaison and strategic partnerships, with a strong network of contacts in Latin America and the Caribbean.

Educational Background:
A Bachelor’s degree in a relevant field such as Law, Political or Social Science, International Relations, Economics, or Finance is required. A Master’s degree in these fields is preferred and may substitute for some experience requirements. The educational background should be from an accredited institution, ensuring that candidates have a solid foundation in the principles and practices relevant to international partnerships and development.

Experience:
Candidates should have significant experience working in roles related to multilateral development banks or international organizations. A demonstrated history of successful partnership development and maintenance is crucial, along with experience in strategic business development. Familiarity with the UN system and the Inter-American system is highly desirable, as is a strong network of contacts within the relevant sectors in Latin America and the Caribbean.

Languages:
Fluency in English and Spanish is mandatory, both oral and written. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments. Knowledge of additional languages, particularly French, is considered an asset, as IOM operates in multiple languages and values linguistic diversity.

Additional Notes:
The position is a one-year fixed-term contract with a monthly salary of USD 10,130.5
  • The role is classified at the NO-B grade level. Candidates should be aware that any offer made is subject to funding confirmation. This selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. National Professional Officers must be nationals of the country of their employment, and appointments are contingent upon medical fitness certification, residency verification, and necessary government authorizations. IOM maintains a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
