Job Overview: The position of Individual Consultant in Hydraulic Plant is crucial for the ongoing pilot project aimed at improving the management of water resources in urban areas of Mexico City. This role involves mapping the water distribution networks, identifying challenges in their design and operation, and evaluating publicly available information. The consultant will work closely with government stakeholders at all levels and community organizations to gather data and analyze the water distribution network. The ultimate goal is to develop a comprehensive understanding of the water system, identify inefficiencies, and propose solutions that will enhance water management practices in one of the largest cities in the world. The consultant will also be responsible for creating a detailed report that outlines a 10-year roadmap for sustainable water management, ensuring that the needs of underserved communities are addressed through improved water supply.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including:
Collecting and analyzing data from public sources and government levels to provide a detailed overview of the water distribution network, including potential losses.
Conducting an in-depth analysis of a selected borough's water distribution network, documenting design details such as pipe networks, sizes, and materials.
Assessing hydraulic performance and identifying necessary equipment and investments for further studies.
Consolidating findings into a detailed report that includes a 10-year roadmap for improved water management and funding estimates.
Supporting the identification of potential project opportunities aligned with national policy priorities, reviewing policy frameworks, and recommending areas for investment and international cooperation.
Developing a comprehensive project work plan in collaboration with stakeholders, outlining methodology, timeline, and coordination for the consultancy.
Mapping the water distribution infrastructure and analyzing actual and potential water losses throughout the system.
Identifying system-wide inefficiencies and distribution gaps, and providing recommendations for optimization and maintenance.
Required Qualifications: Candidates must possess a university degree (Baccalaureate degree or equivalent) in Civil, Hydraulics, Environmental, Chemical Engineering, or a closely related field. Additionally, a minimum of ten years' experience in water network systems, particularly in public sector projects related to potable water distribution networks, is required. A deep understanding of the water distribution network in Mexico City and existing connections with local stakeholders is essential. Experience working with the United Nations is considered an asset, as is experience in preparing scientific analyses related to water distribution networks. Proficiency in office software packages (MS Word, Excel, PowerPoint) and skills in monitoring, data management, and capacity development are also necessary.
Educational Background: The educational background required for this position includes a university degree in a relevant engineering field such as Civil, Hydraulics, Environmental, or Chemical Engineering. This foundational knowledge is critical for understanding the complexities of water distribution systems and for effectively analyzing and proposing solutions to improve water management practices.
Experience: The position requires a minimum of ten years of relevant experience in water network systems, particularly focusing on public sector projects involving potable water distribution networks. Candidates should have a proven track record of working on similar projects, demonstrating their ability to analyze and improve water distribution systems effectively. Experience in the United Nations or similar international organizations is highly regarded, as it indicates familiarity with the operational and strategic frameworks within which such projects are executed.
Languages: Fluency in written and oral Spanish is mandatory for this position, as it is the working language in Mexico. A good knowledge of English is preferable, as it may facilitate communication with international stakeholders and enhance collaboration on projects that require cross-border cooperation.
Additional Notes: The position is a consultancy role expected to last for six months, with a focus on full-time engagement. The consultant will be based in Mexico City and will report to the Senior Programme Officer responsible for the project.
