Job Posting Organization:
The job posting organization is the Public Finance Resource Centre (PFRC), which is funded by the UK Foreign, Commonwealth & Development Office (FCDO). The PFRC is a crucial part of the UK Centre of Expertise for Public Finance, established to assist developing countries by providing access to technical expertise. The organization aims to enhance public finance management and tax policy effectiveness, ensuring transparency and accountability in public expenditure. The PFRC operates with a budget that is projected to range between £24 million to £65 million over a seven-year period from 2024 to 2030, depending on demand and funding availability. Adam Smith International (ASI) serves as the Managing Supplier for PFRC, overseeing all short-duration interventions that last less than six months. The PFRC's mission is to deliver high-quality technical advice in response to the needs identified by FCDO Posts, thereby supporting partner country governments and regional organizations in their public finance endeavors.

Job Overview:
The role of the Senegal Stakeholder Engagement Expert is pivotal in supporting the Government of Senegal during a scoping mission that focuses on Public Investment Management, Audit Support, and Communications. The expert will be responsible for understanding the political and institutional context within Senegal, which is essential for effective stakeholder engagement. This position requires the expert to facilitate relationships and connections with key stakeholders, ensuring that the project aligns with the needs and expectations of the Senegalese government and its partners. The expert will also be expected to provide strategic advice and actionable recommendations to government counterparts and donors, contributing to the overall success of the PFRC's objectives in Senegal. The role demands strong communication skills in both French and English, as well as a deep understanding of the local governance landscape and the ability to produce high-quality technical reports and presentations.

Duties and Responsibilities:
The duties and responsibilities of the Senegal Stakeholder Engagement Expert include: 1. Engaging with key stakeholders in the Government of Senegal, particularly within the Ministry of Finance and Budget, as well as tax and customs authorities. 2. Facilitating relationships and connections among stakeholders to enhance collaboration and communication. 3. Conducting a thorough analysis of the political and institutional context in Senegal to inform project strategies. 4. Providing strategic advice and actionable recommendations to government counterparts and international development partners. 5. Producing high-quality technical reports, briefs, and presentations that effectively communicate findings and recommendations. 6. Monitoring and assessing risks to program delivery and objectives, and reporting these to the Senior Programme Manager. 7. Collaborating with other team members to ensure coherence in technical advice and efficient use of client time. 8. Adhering to ASI’s operational and logistical procedures, including compliance with security" style="border-bottom: 1px dotted #007bff !important;">security protocols and the Code of Conduct.

Required Qualifications:
The required qualifications for the Senegal Stakeholder Engagement Expert position include: 1. Strong written and spoken communication skills in both French and English. 2. Proven experience in coordination and stakeholder engagement, particularly with government institutions in Senegal and international development partners. 3. A robust understanding of the Government of Senegal's structure, especially within the Ministry of Finance and Budget, and established contacts within tax and customs authorities. 4. Demonstrated ability to provide strategic advice and actionable recommendations to government counterparts and donors. 5. Experience in producing high-quality technical reports, briefs, and presentations. 6. Familiarity with political economy analysis (PEA) approaches is advantageous, though not mandatory.

The educational background required for this position typically includes a degree in public administration, economics, international development, or a related field. Advanced degrees or specialized training in public finance, governance, or stakeholder engagement may be preferred. Experience:
Candidates for the Senegal Stakeholder Engagement Expert position should possess significant experience in stakeholder engagement and public finance management. A minimum of 5 years of relevant experience in international development, particularly in roles that involve working with government institutions and managing stakeholder relationships, is expected.
