Job Overview: The Youth, Peace and Security Consultant will play a crucial role in advancing the Youth, Peace and Security (YPS) agenda within the Ministry of Youth (MoY) in Jordan. This consultancy aims to operationalize the YPS Unit and ensure the effective implementation of the Jordanian National Action Plan on Youth, Peace and Security 2025–2027 (YPS JoNAP). The consultant will collaborate closely with the MoY’s YPS Project Manager, the Secretary General, and the Minister, as well as with UNFPA Jordan, to produce concrete deliverables that will enable the MoY to lead and sustain the governance and implementation framework of the YPS JoNAP. The consultant will be responsible for providing technical and operational support, facilitating coordination among stakeholders, and establishing monitoring tools to track progress in implementing the YPS agenda. This position requires a proactive approach to problem-solving and the ability to work under tight deadlines while maintaining high-quality outputs.
Duties and Responsibilities: The consultant will have a comprehensive set of duties and responsibilities, including:
Supporting the YPS Project Manager at the Ministry of Youth to enhance coordination capacities among relevant YPS stakeholders.
Providing technical and operational support to MoY, UNFPA, youth networks, and civil society partners to ensure timely implementation of YPS JoNAP activities.
Coordinating and facilitating meetings, consultations, and joint activities with YPS stakeholders and governance structures.
Activating national YPS coordination mechanisms to support the MoY's role in convening the National YPS Coalition.
Initiating a monitoring framework for the implementation of the YPS JoNAP in collaboration with the MoY and its M&E department.
Producing documentation and progress reports on YPS activities, capturing key lessons learned and best practices.
Creating knowledge-sharing materials to showcase YPS initiatives.
Drafting reports on the Ministry's YPS engagement and tracking advancements since the adoption of UNSCR 2250 in 201
Providing targeted technical and operational support to activate and sustain the YPS Unit. 1
Contributing to strategic discussions and policy dialogues to advance the YPS agenda. 1
Supporting high-level meetings and events, including coordination for the YPS JoNAP launching event.
Required Qualifications: The position requires a Bachelor’s degree in Business or Public Administration, Political Sciences, Human Resources, or a related field. Candidates should have at least 4 years of demonstrated experience in public policies and management, with a strong emphasis on youth policies, the YPS Agenda, and/or the UN Sustainable Development Goals (SDGs) system. Strong organizational and planning skills, creativity, and conflict sensitivity are essential. Excellent communication and teamwork skills are required, along with the ability to produce high-quality written documents and reports in a timely manner. Experience within a governmental setting is considered advantageous, and proficiency with MS Office and other relevant software is necessary. A flexible, proactive attitude and the ability to work under pressure and to tight timelines are also important.
Educational Background: Candidates must possess a Bachelor’s degree in a relevant field such as Business or Public Administration, Political Sciences, Human Resources, or a related discipline. This educational background is crucial for understanding the complexities of public policies and management, particularly in the context of youth engagement and peacebuilding efforts.
Experience: The consultant should have a minimum of 4 years of relevant experience in public policies and management. Experience specifically related to youth policies, the Youth, Peace and Security Agenda, and the UN Sustainable Development Goals (SDGs) is highly desirable. Familiarity with governmental processes and the ability to navigate complex stakeholder environments will be beneficial for this role.
Languages: Fluency in both Arabic and English is mandatory for this position, as effective communication with various stakeholders will be essential. Proficiency in additional languages may be considered an asset, particularly in enhancing outreach and engagement with diverse communities.

The consultant will work under the supervision of UNFPA and in close collaboration with the Minister’s Office at the Ministry of Youth. All deliverables must be submitted electronically in Word format. Payments will be made on a monthly basis, with one-third of the total amount disbursed upon completion and approval of each deliverable. Regular meetings and reports will be required as part of the monitoring and progress control process.
