Job Overview: The consultant will play a crucial role in updating the National Standard Operating Procedures (SOP) for the protection, return, and reintegration of migrants in Sierra Leone. This position involves extensive collaboration with various stakeholders, including the Technical Working Group (TWG) and the Project Steering Committee (PSC). The consultant will be responsible for conducting a thorough desk review of existing SOPs from other Sub-Saharan African countries, as well as the National Migration Policy (NMP) of Sierra Leone, to identify gaps and ensure that the updated SOP aligns with national policies. The consultant will facilitate consultation meetings to gather input and feedback from relevant actors, ensuring a comprehensive and inclusive approach to the SOP development process. The ultimate goal is to create a living document that reflects the current context and needs of returning migrants, thereby enhancing their reintegration into society.
Duties and Responsibilities: The consultant's primary duties will include:
Conducting a desk review of existing SOPs from other Sub-Saharan African countries to inform the development of the SOP for Sierra Leone.
Reviewing the National Migration Policy (NMP) to ensure alignment with the SOP.
Identifying gaps in the current SOP that need to be addressed in the updated version.
Organizing and facilitating consultation meetings with the TWG and PSC to gather input and feedback on the SOP.
Presenting the draft SOP to the PSC and IOM for their review and confirmation.
Finalizing the SOP based on feedback received and outlining it in a printable format.
Producing three printed copies of the final SOP for approval.
Ensuring compliance with IOM Data Protection Principles and House Style Guidelines throughout the process.
Required Qualifications: Candidates must possess a University Degree in Social Studies, Development Studies, Political Science, Law, Economy, or related fields. Additionally, a minimum of four years of relevant experience in migration, protection, and community engagement is required. Candidates should demonstrate solid knowledge of the local context in Sierra Leone, including government policies and procedures related to migration management. Experience in stakeholder analysis, organizing workshops, and writing reports in English is essential. Strong communication and interpersonal skills, along with excellent organizational abilities, are also required.
Educational Background: The position requires a University Degree in a relevant field such as Social Studies, Development Studies, Political Science, Law, or Economy. This educational background is crucial for understanding the complexities of migration and the legal frameworks surrounding it, as well as for engaging effectively with various stakeholders involved in the protection and reintegration of migrants.
Experience: Candidates should have at least four years of professional experience in areas related to migration, protection, and community engagement. This experience should include a solid understanding of the local context in Sierra Leone, particularly regarding government policies and procedures on migration management. Additionally, candidates should have experience in analyzing different stakeholders, including governmental and non-governmental organizations, and facilitating workshops to gather input from various actors.
Languages: Fluency in English, both oral and written, is mandatory for this position. Knowledge of Krio or another local language is considered an advantage, as it may facilitate better communication with local communities and stakeholders involved in the project.
Additional Notes: The consultancy is subject to funding confirmation, and the appointment will require certification of medical fitness, verification of residency, and necessary government authorizations. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM maintains a zero-tolerance policy regarding conduct that contradicts the organization's aims and objectives, including discrimination and harassment.
