Job Overview:
The consultant position focuses on building networks to apply nature-based solutions (NbS) in the energy and water management sectors. The role aims to leverage innovations that unlock economic growth potential while creating jobs. The consultant will work on developing pipelines of potential sectors, projects, and innovative interventions that are eligible for NbS Innovation Accelerator grantees. This involves establishing a relevant network with government agencies, private sector infrastructure operators, and development finance institutions. The consultant will also contribute expertise to define eligibility criteria for proposals in Central Asia, drawing from their experience in environmental performance management. The position is home-based and expected to last for two months, requiring the consultant to work independently and effectively manage their assignments.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:
  • Developing pipelines of potential sectors, projects, and innovative interventions that are eligible for NbS Innovation Accelerator grantees through missions to Central Asia.
  • Establishing a network with key government agencies, relevant institutions, and companies to support the implementation of NbS infrastructure in Central Asia.
  • Contributing expertise to define eligibility criteria for the Call for Proposals in Central Asia, leveraging experience from environmental performance management in the region. The consultant will also be expected to engage with stakeholders, facilitate discussions, and provide insights that will help in the successful implementation of nature-based solutions.

Required Qualifications:
The ideal candidate should possess a master's degree in engineering, economics, environmental science, natural resource management, or a related field. A minimum of 7 years of experience in environmental performance management, economic incentives, modeling, engineering, green technologies, sustainable transport, and/or infrastructure solutions is required. This experience can be gained through work in academia, think tanks, non-governmental organizations, or government agencies. The candidate should have an excellent network with government officials and relevant companies in Central Asia, demonstrating the ability to engage effectively with various stakeholders. Additionally, the consultant should be autonomous, computer literate in standard software applications, and possess excellent writing and communication skills, along with good analytical skills and interpersonal abilities.

Educational Background:
Candidates must have a master's degree in a relevant field such as engineering, economics, environmental science, or natural resource management. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to address the complexities of environmental performance management and sustainable infrastructure solutions.

Experience:
The position requires at least 7 years of relevant experience in fields such as environmental performance management, economic incentives, modeling, engineering, green technologies, sustainable transport, and infrastructure solutions. This experience should ideally span different geographical contexts, allowing the consultant to bring a diverse perspective to the role. Experience in working with government agencies, NGOs, or in academic settings is highly valued, as it demonstrates the ability to navigate complex institutional environments and engage with various stakeholders effectively.

Languages:
Fluency in oral and written English is mandatory for this consulting position. Knowledge of Russian is desirable, as it will facilitate communication and collaboration with stakeholders in Central Asia. Additionally, being able to speak, write, and communicate in other UN languages is considered a distinct advantage, enhancing the consultant's ability to engage with a broader range of international partners and stakeholders.
