Job Overview: The Programme Officer (Irregular Migration and Regional Priorities) will play a crucial role in the Regional Support Office (RSO) focusing on irregular migration and regional priorities. This position involves supporting the Programme Manager in conceptualizing, implementing, and reporting on activities related to the Irregular Migration and Regional Priorities work programme. The officer will monitor irregular migration and mass displacement events, ensuring that the programme responds effectively to the needs and priorities of Bali Process members. The role requires keeping abreast of internal IOM guidelines and coordinating logistics for both in-person and virtual events. Additionally, the Programme Officer will contribute to reporting functions, manage external delivery partners, and lead communications efforts, including drafting news stories and developing social media content. The position also involves engaging with various stakeholders, supporting resource mobilization efforts, and participating in knowledge-sharing activities within the RSO.
Duties and Responsibilities: The Programme Officer will be responsible for a wide range of tasks, including:
Supporting the Programme Manager in the conceptualization and implementation of the Irregular Migration and Regional Priorities work programme.
Monitoring irregular migration and mass displacement events, as well as related policy developments in the Bali Process region.
Coordinating administrative processes and logistics for events organized by the programme.
Contributing to the reporting functions by preparing meeting minutes, activity reports, and other documentation in line with RSO reporting guidelines.
Managing relationships with external delivery partners, ensuring timely coordination of administrative and payment processes.
Leading communications functions, including drafting content for various platforms.
Assisting in engagements with Bali Process working groups and implementing action items relevant to the RSO.
Supporting resource mobilization efforts by identifying funding opportunities and assisting in project proposal development.
Building and maintaining relationships with thematic experts and partner organizations. 1
Actively participating in knowledge-sharing activities and supporting the overall work of the RSO.
Required Qualifications: Candidates must possess a Bachelor's degree from an accredited academic institution in international relations, development studies, law, migration studies, or a relevant field in social sciences or humanities. Additionally, candidates should have at least two years of full-time work experience in the development cooperation sector, particularly in migration, irregular migration, refugee management, or research. Experience working with multiple stakeholder groups, including government entities, international organizations, and civil society, is mandatory. Strong analytical and drafting skills, as well as the ability to synthesize complex information, are essential for this role.
Educational Background: A Bachelor's degree from an accredited institution in fields such as international relations, development studies, law, migration studies, or relevant social sciences or humanities is required. This educational background provides the necessary foundation for understanding the complexities of migration issues and the legal frameworks surrounding them.
Experience: The position requires a minimum of two years of full-time work experience in the development cooperation sector, specifically supporting projects or programmes. This experience should exclude internships and volunteering. Candidates with experience in migration, particularly in irregular migration and refugee management, will have an advantage. Additionally, experience working with diverse stakeholder groups is essential.
Languages: The primary working language for this position is English, and candidates must demonstrate effective communication skills in both oral and written forms. While fluency in official languages of Bali Process Member States is desirable, knowledge of South and Southeast Asian languages such as Bangla, Bahasa Indonesia, Tamil, Malay, and Vietnamese would be beneficial but not essential.

The successful candidate will be engaged under an IOM contract, which includes annual and sick leave. The candidate will be responsible for their own taxation liabilities and pension fund arrangements. Relocation assistance and working visa assistance will be provided if required. The position requires a minimum of three days of office-based work per week, subject to change. The starting salary for this position is USD $2,081.00 per month, with salary increases occurring in line with the RSO Personnel – Classification and Salary Guidelines.
