Job Overview:
The Monitoring and Evaluation Officer position at WFP is crucial for ensuring the effective implementation of food assistance programs. The officer will be responsible for conducting monitoring activities in the designated intervention area and communicating reports that aid in the efficient execution of assistance programs. This role requires a proactive approach to problem-solving and the ability to work independently with minimal supervision. The officer will be expected to produce structured and precise technical work and reports, providing guidance on current practices to other staff members and partners in the field. The position is integral to the success of WFP's mission, as it directly impacts the quality and effectiveness of humanitarian assistance delivered to vulnerable populations.

Duties and Responsibilities:
  • Verify planned movements and distributions of food and non-food items, communicating any issues or discrepancies to the supervisor to ensure compliance with WFP standards.
  • Manage information files and documents related to monitoring plans, including product movement records and checklists for programs, to facilitate effective delivery and distribution of assistance.
  • Review the quality of distribution reports submitted by partners before entering them into the COMET platform.
  • Consolidate data related to assistance programs according to clear guidelines to support program reviews and evidence-based decision-making.
  • Liaise with cooperating partners and colleagues to gather feedback and observations that can enhance program reviews and service improvements.
  • Collect and consolidate feedback and observations from partners and beneficiaries to identify potential issues and promote efficient operations.
  • Provide guidance to cooperating partners on operational practices and WFP monitoring tools and methods to assist them in self-monitoring tasks and enhance WFP's visibility in intervention areas.
  • Prepare mission reports to describe program implementation.
  • Apply established processes and procedures for delivering emergency food assistance.

Required Qualifications:
Candidates must possess a strong understanding of monitoring and evaluation principles, as well as experience in data analysis related to product movements and direct effects of assistance programs. Familiarity with WFP's monitoring and evaluation systems and standards is highly desirable. The ability to work collaboratively with diverse teams and stakeholders is essential, as is a commitment to WFP's values of integrity, collaboration, commitment, humanity, and inclusion. Strong analytical skills and attention to detail are critical for success in this role.

Educational Background:
The minimum educational requirement for this position is the completion of secondary education. However, candidates with higher education qualifications, particularly in fields related to social sciences, international development, or humanitarian assistance, will be preferred. Relevant certifications in monitoring and evaluation or project management may also be advantageous.

Experience:
Candidates should have a demonstrated level of experience in monitoring and evaluation, particularly within humanitarian or development contexts. Experience in data analysis, report writing, and working with diverse stakeholders is essential. Familiarity with WFP's operational environment and standards will be considered an asset. Previous experience in field-based roles is highly valued, as it provides practical insights into the challenges and dynamics of implementing assistance programs.

Languages:
Proficiency in the official UN language used in the duty station is mandatory, along with fluency in the local language if it differs from the UN language. Strong written and verbal communication skills in both languages are essential for effective reporting and collaboration with partners and beneficiaries. Additional language skills may be considered an asset, enhancing communication capabilities within diverse teams and communities.

This position is a full-time contract at the G4 level, classified as SC/SSA (L4). The role is based in Bujumbura, Burundi, and involves working primarily in field offices. The selected candidate will be expected to engage in monitoring activities and produce technical reports under minimal supervision.
