Job Overview:
The position of Network and Telephony Support is situated within the IT Services Management Unit of the Information Technology Section, Division of Administration at ESCAP. The incumbent will work under the direct supervision of the Senior Information Technology Assistant and the overall supervision of the Chief of the IT Services Management Unit. The primary responsibility of this role is to ensure the effective delivery of Network and Telephony services. This includes a variety of office support and administrative functions that are essential for the smooth operation of these services. The incumbent will be involved in installing and configuring IP telephony systems, network systems, LAN, and Wi-Fi, as well as testing audio and video conferencing hardware and software. Additionally, the role requires monitoring telecommunication expenses, managing IT Services Subscription records, and assisting in the preparation of various reports and presentations. The position demands a proactive approach to problem-solving and the ability to work collaboratively with other team members and clients to meet their needs and expectations.

Duties and Responsibilities:
The duties and responsibilities of the Network and Telephony Support position include:
  • Performing a wide range of office support and administrative functions to facilitate the smooth functioning of Network and Telephony services.
  • Installing and configuring IP telephony systems and network systems, including LAN and Wi-Fi.
  • Setting up and testing audio and video conferencing hardware and software.
  • Assisting in tracking telecommunication expenses and managing IT Services Subscription records.
  • Monitoring processes and schedules related to the unit’s outputs and ensuring compliance with legal and financial requirements.
  • Researching and compiling information for reports, work plans, and meetings.
  • Generating statistical reports and work orders using various databases.
  • Administering telephone billing reports and responding to information requests.
  • Assisting in the preparation of presentation materials and performing data entry and extraction functions. 1
  • Maintaining both paper and electronic files and databases for the work unit. 1
  • Providing software and office equipment support and guidance to less experienced staff. 1
  • Assisting with data collection, analysis, and preparation of presentations and reports. 1
  • Updating information materials such as web pages or brochures. 1
  • Performing other duties as assigned by supervisors.

Required Qualifications:
The required qualifications for the Network and Telephony Support position include a high school diploma or equivalent. A first-level university degree may be accepted in lieu of two years of required experience. Candidates must possess a minimum of three years of progressively responsible experience in Network and IP telephony support. Experience with Cisco LAN Switching, Wi-Fi Controller, AP, IP phones, Jabber, and MS Teams Telephony is essential. Additionally, experience in the United Nations Common System or similar international organizations is desirable. Candidates with one year or more of experience in data analytics or related areas will have an advantage.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent. A first-level university degree may be accepted in lieu of two years of required experience, indicating that candidates with higher education may have a competitive edge in the selection process.

Experience:
Candidates must have a minimum of three years of progressively responsible experience in Network and IP telephony support. If the candidate holds a first-level university degree, only one year of experience is required. Experience with specific technologies such as Cisco LAN Switching, Wi-Fi Controller, AP, IP phones, Jabber, and MS Teams Telephony is mandatory. Experience in the United Nations Common System or similar international organizations is considered desirable, as is experience in data analytics or related fields.

Languages:
For this position, English is the required working language, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, but proficiency in French is not mandatory for this position. Candidates are encouraged to refer to the UN Language Framework for detailed language requirements.

Additional Notes:
This position is funded from extra budgetary resources, and the initial appointment is for a period of one year. The extension of the appointment is subject to satisfactory performance and the availability of funds. The position is subject to local recruitment, meaning that applicants must be authorized to work for the United Nations in the duty station where the position is located. Eligible applicants selected from outside the duty station are responsible for their relocation expenses. Staff members subject to local recruitment are not eligible for allowances or benefits exclusive to international recruitment.
