Job Overview:
The Humanitarian Advocacy Coordination Consultant will collaborate with the Head of Humanitarian Advocacy in the Division of Global Communication and Advocacy (GCA) to develop and implement updates to UNICEF's humanitarian advocacy strategies. This role is crucial as the humanitarian sector faces unprecedented changes and increased collaboration among UN agencies. The consultant will be responsible for reviewing existing approaches, gathering insights from various humanitarian advocacy crisis cells, and developing recommendations to streamline and enhance UNICEF's humanitarian advocacy efforts. The consultant will also work closely with various divisions and country offices to ensure that advocacy strategies are informed by real-time data and analysis, thereby strengthening UNICEF's capacity to respond effectively to major crises.

Duties and Responsibilities:
The consultant's duties will include conducting a comprehensive review of existing humanitarian advocacy approaches, advising on coordination strategies for effective advocacy, and developing workflows and guidelines based on stakeholder consultations. The consultant will be responsible for managing meetings, producing background materials, and documenting recommendations for improving humanitarian advocacy practices. Specific tasks include conducting stakeholder interviews, updating emergency-related procedures, and piloting new ways of working across different teams. The consultant will also provide coordination expertise for UNICEF's Humanitarian Diplomacy Squad and contribute to major humanitarian initiatives, ensuring that advocacy efforts are coherent and timely.

Required Qualifications:
Candidates must possess a university degree in social sciences, international relations, public policy, humanitarian affairs, or a related field. A minimum of five years of experience in humanitarian advocacy or diplomacy is required, with a proven track record in managing multi-stakeholder projects. Strong project planning, monitoring, and coordination skills are essential, along with the ability to work under pressure in a fast-paced environment. Candidates should demonstrate strong interpersonal and diplomatic skills, adaptability, and the ability to operate independently while providing expert advice to senior management.

Educational Background:
A university degree in International Relations, Political Science, Public Affairs, Emergency Management, or a related area is mandatory. This educational background is crucial for understanding the complexities of humanitarian advocacy and the international landscape in which UNICEF operates.

Experience:
Candidates should have at least five years of relevant experience in humanitarian advocacy or diplomacy, emergency response, or information management. Experience working for international organizations, such as NGOs or UN agencies, is highly desirable. Familiarity with current humanitarian issues and children's rights is essential, as is experience in emergency environments.

Languages:
Fluency in English is required, and knowledge of another UN language or the local language of the duty station is considered an asset. This linguistic capability is important for effective communication and collaboration within the diverse international context of UNICEF's operations.

  • Candidates must complete their profiles in UNICEF's e-Recruitment system and submit a financial proposal detailing costs per deliverable and total lump-sum for the assignment. UNICEF will cover any emergent travel expenses, and candidates must have current health insurance coverage at the time of contract award. Payment will be contingent upon the submission of satisfactory deliverables, and UNICEF reserves the right to withhold payment if standards are not met.
