Job Overview:
The position involves providing expert support in the development of the Assembly’s Strategy for Institutional Information and Communication (SIIC) for the years 2026-202
  • The consultant will engage in a participatory, evidence-based, and results-oriented process to create a strategic roadmap that enhances the Assembly's ability to communicate effectively with the public, media, and civil society. This role is crucial in ensuring that the Assembly can reach marginalized groups and those in remote areas, thereby fostering greater transparency, accountability, and public trust. The consultant will work closely with various stakeholders, including Assembly members, staff, and civil society organizations, to gather insights and feedback that will inform the strategy's development.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:
  • Drafting an Inception Note and Workplan that outlines the methodology, milestones, and proposed structure for the SIIC.
  • Conducting a desk review of existing communication practices and strategic documents.
  • Coordinating a stakeholder consultation process to engage key internal and external stakeholders, including MPs, media representatives, and marginalized groups.
  • Producing a Consultation Summary Report that highlights key findings and recommendations.
  • Preparing the first draft of the SIIC, detailing the vision, mission, strategic objectives, and action plan.
  • Designing and facilitating a validation roundtable to present the draft strategy and gather feedback.
  • Revising the strategy based on stakeholder input and submitting the final version for approval.
  • Maintaining regular communication with the OSCE Mission and the Assembly throughout the assignment and providing status updates as required.
  • Submitting a final consultancy report summarizing the assignment, activities, and recommendations.

Required Qualifications:
Candidates must possess an advanced university degree in public relations, communication studies, political science, international development, or a related field. They should have a minimum of 5 years of relevant experience in developing and implementing institutional communication strategies, preferably within parliamentary or legislative contexts. A strong understanding of good governance, institutional reform, and public engagement practices is essential. Candidates must demonstrate excellent analytical and communication skills, outstanding writing and reporting abilities, and experience in conducting interviews and focus group discussions. Full professional fluency in English and Albanian is required, with knowledge of Serbian considered an asset.

Educational Background:
The position requires an advanced university degree in a relevant field such as public relations, communication studies, political science, or international development. A Bachelor's degree may also be acceptable if accompanied by significant relevant experience in the field.

Experience:
The ideal candidate should have at least 5 years of experience in developing and implementing communication strategies, particularly in legislative or governance contexts. Experience working with parliaments or similar institutions is highly desirable, along with a proven track record of engaging with diverse stakeholders and conducting primary data collection through interviews and focus groups.

Languages:
Fluency in English and Albanian is mandatory, with excellent written and spoken communication skills in both languages. Knowledge of Serbian is considered an asset and may enhance the candidate's ability to engage with a broader range of stakeholders.

Additional Notes:
The consultancy is structured as a Special Service Agreement (SSA) and is expected to last for 20 working days. The consultant will be required to submit various deliverables, including an Inception Note, Consultation Summary Report, draft strategy, and final consultancy report. The remuneration package will be based on the consultant's qualifications and experience, in accordance with OSCE established rates.
