Job Overview:
The position of International Expert for the Strategic Development Plan (SDP) involves providing expert support to the Assembly of Kosovo in developing its SDP for the period 2026-203
  • The expert will engage in a comprehensive process that includes conducting a comparative analysis of good practices in strategic planning, ensuring a structured methodological approach, and incorporating international good governance standards. The role requires close collaboration with a local expert to ensure that the strategy reflects both international best practices and the local context. The expert will lead the drafting of the SDP, facilitate stakeholder consultations, and ensure that the final document serves as a roadmap for institutional development, enhancing the Assembly's legislative, oversight, and representative functions. The SDP will also focus on inclusivity, addressing gender equality, youth empowerment, and the inclusion of non-majority communities, aligning with the Sustainable Development Goals.

Duties and Responsibilities:
The duties and responsibilities of the International Expert include:
  • Conducting a preliminary desk review of the current Strategic Development Plan (SDP) 2022-2025 and related institutional documents.
  • Drafting and submitting an Inception Note that outlines the methodology, workplan, key milestones, and proposed structure of the SDP 2026-203
  • Conducting stakeholder consultations through interviews, focus groups, and online consultations to gather input on institutional priorities and challenges.
  • Producing a Consultation Summary Report that highlights key findings and strategic inputs.
  • Preparing and submitting the first complete draft of the SDP 2026-2030, including vision, mission, core values, strategic objectives, and implementation action plans.
  • Designing and facilitating a validation workshop with stakeholders to present the draft SDP and collect structured feedback.
  • Revising and finalizing the SDP based on feedback received, and preparing a final version for submission to the OSCE and the Assembly of Kosovo.
  • Maintaining regular communication with both the local expert and the OSCE activity manager throughout the process.
  • Submitting a final consultancy report summarizing the objectives, activities undertaken, and deliverables produced during the assignment.

Required Qualifications:
The position requires the following qualifications:
  • An advanced university degree in political science, public policy, international development, or a related field.
  • A minimum of 5 years of relevant experience in strategic planning, preferably within parliaments, legislative institutions, or public administration.
  • Demonstrated knowledge of good governance and institutional reform, with experience in parliamentary development considered a strong asset.
  • Strong facilitation and drafting skills, with proven experience in leading validation workshops.
  • Excellent command of English (both written and spoken); knowledge of Albanian and/or Serbian is an asset.
  • Experience in drafting policy papers, strategies, and action plans.
  • Strong analytical and communication skills, along with outstanding writing and reporting abilities.
  • Experience in conducting interviews, focus group discussions, and surveys for primary data collection.
  • Capacity to coordinate with multiple stakeholders to ensure comprehensive data collection and effective collaboration with local experts.

Educational Background:
Candidates must possess an advanced university degree in political science, public policy, international development, or a related field. A Bachelor's Degree (first-level university degree or equivalent) is also acceptable, but advanced qualifications are preferred to ensure a deep understanding of the complexities involved in strategic planning and governance.

Experience:
The position requires a minimum of 5 years of relevant experience in strategic planning, particularly within legislative or governance contexts. Candidates should have a proven track record of working with parliaments or legislative institutions, demonstrating their ability to navigate the intricacies of public administration and institutional reform.

Languages:
The mandatory language for this position is English, with a strong command required for both written and spoken communication. Knowledge of Albanian and/or Serbian is considered a valuable asset, as it would facilitate better engagement with local stakeholders and enhance the effectiveness of the consultancy.
