Job Overview:
The Sub-Regional Resource Management Support Officer will play a crucial role in supporting the resources management function within the IOM missions in the European Economic Area (EEA+). This position involves a variety of financial, budgetary, and reporting activities, ensuring compliance with IOM’s financial and administrative rules. The incumbent will assist in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, monitoring, and reporting, and will provide guidance to IOM Country Offices in the EEA Sub-Region on financial and administrative matters. The role requires collaboration with various stakeholders, including Country Offices, Regional Offices, and IOM central services, to ensure accurate financial reporting and adherence to donor regulations. The officer will also contribute to financial risk analysis and assist in monitoring the financial activities of missions in the region, highlighting any unusual trends for further review.

Duties and Responsibilities:
The duties and responsibilities of the Sub-Regional Resource Management Support Officer include: assisting in the review of budgets and budget amendments for projects within the EEA+ Sub-Region; providing first-line support to IOM Country Offices on financial and administrative subjects; maintaining effective liaison with field missions and project coordinators; supporting Project Development Officers and Project Managers on finance matters; contributing to financial risk analysis; coordinating the work of administrative and finance staff; ensuring compliance with IOM financial regulations; preparing and distributing administrative and financial instructions; monitoring budgets versus actual financial data; assisting in the preparation of annual budgets; maintaining proper filing of financial documents; and undertaking duty travel as required.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Finance, Accounting, Business Administration, or a related field, with at least 2 years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields is acceptable. Professional certifications such as ACCA, ACMA, Chartered Accountant, or Certified Public Accountant are considered advantageous. Candidates should demonstrate a high level of computer literacy, particularly in Excel and computerized accounting systems, and possess strong problem-solving and service orientation skills. Reporting skills and knowledge of SAP/Oracle or other accounting software are also beneficial.

Educational Background:
The educational background required for this position includes a Bachelor’s degree from an accredited institution in Finance, Accounting, Business Administration, or a related field. A Master’s degree in these fields is also acceptable. Candidates should have graduated from accredited universities recognized in the UNESCO World Higher Education Database, ensuring that their educational qualifications meet international standards.

Experience:
Candidates should have experience in business administration, accounting, financial reporting, or budget monitoring. Knowledge of EU funding mechanisms relevant for EU member states and related financial rules and procedures is advantageous. Experience in managing donor-funded projects, project budgeting, reporting, procurement, or financial sustainability analysis is also beneficial. The role requires a solid understanding of financial management principles and practices, as well as the ability to analyze financial data effectively.

Languages:
Fluency in English is mandatory for all applicants, both oral and written. Knowledge of IOM’s official languages, which include French and Spanish, is also required. Working knowledge of any other EU language is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of their employment and perform work at the professional level. Appointment is contingent upon certification of medical fitness, verification of residency, visa, and authorizations by the concerned government, where applicable.
