Job Posting Organization:
The OSCE Mission in Kosovo was established to support the development of democratic institutions and the rule of law in Kosovo. Job Overview:
The consultant position is aimed at supporting the OSCE Mission in Kosovo in its efforts to advance government compliance with community rights standards. The consultant will play a crucial role in strengthening institutional capacities and fostering the inclusion and socio-economic empowerment of vulnerable groups, particularly male and female returnees. This role involves organizing and facilitating targeted events to evaluate the Action Plan for the implementation of the Strategy for the Protection and Promotion of the Rights of Communities and their Members 2023–202
  • The consultant will guide discussions, incorporate institutional feedback, and ensure that the evaluation process is responsive to local needs. The overall objective is to enhance collaboration between governmental and municipal institutions and to ensure that socio-economic empowerment goals are integrated into institutional priorities.

Duties and Responsibilities:
The consultant will be responsible for planning and organizing at least two roundtables with the Ministry for Communities and Return (MCR) and other government institutions to evaluate the Action Plan of the Strategy for the Protection and Promotion of the Rights of Communities 2023–202
  • This includes gathering feedback from participants to identify gaps and priorities for both men and women, drafting recommendations based on the discussions, and ensuring that the evaluated Action Plan is responsive to local needs. The consultant will also support the integration of measures aimed at promoting the socio-economic empowerment of women returnees into the Action Plan. Regular progress updates and a final report summarizing activities, findings, and recommendations will be required as part of the deliverables.

Required Qualifications:
Candidates must have completed secondary education, supplemented by a university degree, preferably in the field of protection of national minorities. A minimum of seven years of working experience in the field of protection and promotion of community rights is required. Excellent knowledge of English, including strong communication and drafting skills, is essential. Professional fluency in both Albanian and Serbian languages, both oral and written, is mandatory. Proficiency in Microsoft Office applications and strong analytical, organizational, financial management, and logistical coordination skills are also necessary. Experience in research methods and project implementation is required, along with a valid B-category driving license.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent (GED), with a preference for candidates holding a university degree in relevant fields such as human rights, social sciences, or community development. The educational qualifications should align with the responsibilities of promoting community rights and supporting vulnerable groups.

Experience:
The position requires a minimum of seven years of relevant working experience in the field of protection and promotion of community rights. This experience should include involvement in project implementation, research, and collaboration with governmental and municipal institutions. Candidates should demonstrate a proven track record of successfully facilitating discussions and evaluations related to community rights and socio-economic empowerment.

Languages:
Fluency in English is mandatory, with excellent communication and drafting skills. Professional proficiency in Albanian and Serbian languages is also required, as these languages are essential for effective communication with local stakeholders and participants in the roundtables.
