Job Overview: The position of Consultant for Training on Post-Explosion Investigation is designed to enhance the operational preparedness of the Kosovo Police (KP) Bomb Squad by providing advanced training in post-blast investigation techniques. This role is critical in supporting legal processes and ensuring public safety in Kosovo. The consultant will be responsible for developing training methodologies, creating educational materials, and delivering a comprehensive five-day training program to 15 KP Bomb Squad officers. The training will focus on advanced techniques for analyzing explosion scenes, including evidence collection, scene management, and forensic analysis. The consultant will also be expected to produce a final consultancy report summarizing observations from the training and providing recommendations for further action by the OSCE Mission in Kosovo.
Duties and Responsibilities:
Submit the draft presentation, agenda, and related materials to the project/activity manager for review and possible amendment.
Develop the training methodology, agenda, and materials in consultation with the activity manager. Deliver the agenda, presentation slides, and case studies prior to the training.
Deliver a five-day 'Training on Post-Explosion Investigation' for 15 KP Bomb Squad participants.
Produce a final consultancy report with recommendations for further action by the OSCE Mission in Kosovo.
Ensure that all training materials are tailored to the specific needs of the KP Bomb Squad and are aligned with international best practices in post-blast investigation.
Engage with participants to assess their learning and provide feedback throughout the training process.
Collaborate with other experts and stakeholders to enhance the training program and ensure its effectiveness.
Required Qualifications:
A bachelor’s degree in criminology, chemistry, mathematics, physics, risk analysis, emergency management, or a similar field.
Proven work experience as a trainer in the area of post-explosion investigation.
Previous professional experience working with international organizations is an asset.
Knowledge of the Kosovo context is an advantage.
Cultural sensitivity and sound professional judgment are essential.
Previous experience in a capacity-building role is an asset.
Excellent spoken and written English is essential.
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and genders.
Educational Background: The position requires a bachelor’s degree in a relevant field such as criminology, chemistry, mathematics, physics, risk analysis, or emergency management. This educational background is essential to ensure that the consultant possesses the necessary theoretical knowledge and analytical skills required for conducting advanced training in post-explosion investigation techniques.
Experience: The consultant must have proven work experience as a trainer specifically in the area of post-explosion investigation. This includes a track record of delivering specialized training courses to law enforcement agencies and public institutions. Experience working with international organizations is considered an asset, as it demonstrates familiarity with international standards and practices in law enforcement training.
Languages: Fluency in spoken and written English is mandatory for this position. Knowledge of additional languages relevant to the Kosovo context may be considered an advantage, but English proficiency is essential for effective communication and training delivery.
Additional Notes: The contract for this position is classified as a Special Service Agreement (SSA) for a consultant role. The consultant will be hired for a total of 8 working days, which includes preparation and training delivery.
