Job Overview: The Rehabilitation Specialist will play a crucial role under the management of the Technical Head of Program, overseeing the functional management of the Rehabilitation Technical Officers, Physiotherapists, and Prosthetic & Orthotic Technicians. This position requires engagement with both internal stakeholders and external parties, including partners, local authorities, and health NGOs. The Specialist will be responsible for ensuring quality assurance and capacity building in physical rehabilitation services across multiple bases in Afghanistan. The role encompasses contributing to regional strategies, enhancing HI's influence in the sector, fostering business development opportunities, and participating in emergency preparedness and response efforts. The Rehabilitation Specialist will ensure that physical rehabilitation activities are recognized and prioritized within broader health initiatives, advocating for policies that support the provision of these services.
Duties and Responsibilities:
Expertise: Contribute to regional strategies aligned with global strategies; provide technical support to projects adhering to global technical frameworks and standards; facilitate technical learning from projects; monitor and maintain technical quality and relevance of HI's activities; ensure alignment of technical propositions with nexus stakes; assist in facilitating the Professional Channel within the Technical Division's framework.
Influence: Enhance HI's external prestige and influence locally; collaborate with the Disability Task Force to advocate for physical rehabilitation services; work closely with health clusters to ensure recognition of rehabilitation activities; engage with government agencies to advocate for supportive policies and resources.
Business Development: Foster the development of major opportunities or new projects; lead context analysis in rehabilitation; contribute to the design and writing of new rehabilitation projects; identify and develop local partnerships in the rehabilitation sector.
Emergency Preparedness and Response: Participate in emergency preparedness actions and adapt methodologies during emergencies to contribute to effective humanitarian response efforts.
Required Qualifications: Candidates must possess a minimum of 5 years of relevant and progressive experience in technical priorities within conflict and early recovery settings. This experience should be demonstrated through projects in international development or humanitarian contexts. Essential skills include successful interaction with host country agencies, health clusters, and civil society organizations. Proven experience in providing technical direction and oversight for project implementation is required, along with strong leadership and management skills. Candidates should also demonstrate the ability to develop team members and foster independent working capabilities.
Educational Background: A relevant educational background in rehabilitation, health sciences, or a related field is essential for this position. Advanced degrees or specialized training in rehabilitation practices or management may be preferred, depending on the specific requirements of the role.
Experience: The position requires at least 5 years of relevant experience, indicating a profound understanding of technical priorities in conflict and early recovery settings. Candidates should have a track record of successful project implementation in international development or humanitarian contexts, showcasing their ability to lead and manage multidisciplinary teams effectively.
Languages: Fluency in written and spoken English is mandatory for this position. Knowledge of additional languages, particularly those relevant to the local context, would be considered an asset and beneficial for effective communication with diverse stakeholders.

The contract includes various benefits such as unemployment insurance for EU nationals, a pension scheme, medical coverage, and repatriation insurance. The salary starts at 2757€ gross per month, with additional per diem and hardship allowances. Employees are entitled to 25 days of paid leave per year and 5 days of rest and recuperation every 8 weeks. Housing is provided collectively by HI, and travel costs for international staff are covered.
