Job Overview:
The Programme Policy Officer (Resilience Innovation) position is pivotal in leading the planning and implementation of various interventions within the Resilience Innovation Programme. This role is designed to ensure that programming is systematically integrated and institutionalized in accordance with WFP Bangladesh’s Country Strategic Plan and overall strategic vision. The officer will work closely with the Head of Programme and the Deputy Head of Programme, contributing to the formulation of WFP-wide programme policies that align with organizational strategies and the practical realities of the country context. The position requires a proactive approach to engage with government agencies and ministries, providing technical advice and mobilizing expertise on programmatic and policy issues. The officer will also be responsible for enhancing WFP’s leadership status in resilience forums and developing partnerships that lead to improved resilience-building interventions.

Duties and Responsibilities:
  • Formulate WFP-wide programme policies in alignment with organizational strategy and country context, focusing on Seasonal Livelihoods Planning, Disaster Risk Reduction, Anticipatory Action, Climate Risk Insurance, and Shock-responsive Social Protection.
  • Serve as the primary liaison between WFP and government agencies involved in resilience work, facilitating high-level discussions and contributing to policy and design" style="border-bottom: 1px dotted #007bff !important;">program design.
  • Provide technical advice on program and policy issues, including hazard assessments and innovative approaches to enhance resilience against climatic shocks.
  • Identify and manage partnerships with government and non-government organizations to improve resilience-building interventions.
  • Enhance WFP’s leadership in resilience forums through participation and dissemination of information products.
  • Develop and coordinate data gathering and monitoring systems, ensuring quality standards are maintained.
  • Contribute to resource mobilization efforts for WFP projects, articulating the need for resilience-building activities.
  • Support capacity building of WFP staff and partners in resilience activities through training and development initiatives.
  • Lead and develop a diverse team of specialists, providing coaching and technical guidance. 1
  • Oversee project management, ensuring effective use of financial resources and compliance with donor requirements. 1
  • Contribute to emergency preparedness efforts, including risk analysis and contingency planning. 1
  • Perform additional tasks as assigned.

Required Qualifications:
Candidates must possess an Advanced University Degree (Master’s or equivalent) in relevant fields such as Environmental Science, Disaster Management, or Social Sciences. A strong background in resilience, climate change, and livelihoods is essential, along with demonstrated skills in building relationships with various stakeholders, including governments and donors. Candidates should also have experience in evidence-based policy advocacy and managing beneficiary data.

Educational Background:
An Advanced University Degree (Master’s or equivalent) is required for this position. Preferred fields of study include Environmental Science, Disaster Management, Social Sciences, or other relevant disciplines that provide a strong foundation for understanding resilience and climate-related issues.

Experience:
Candidates should have at least 7 years of overall experience, with a minimum of 4 years in a managerial or supervisory role related to Resilience Building, Disaster Risk Reduction, or Climate Change Adaptation. Within this professional experience, at least 3 years must be post-graduation, demonstrating a progressive responsibility in relevant fields.

Languages:
Fluency in both spoken and written English and Bangla is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

This position is a Fixed Term contract for a duration of 12 months, based in Dhaka, Bangladesh. The vacancy is specifically for Bangladeshi Nationals.
