Job Overview: The HSPRS Clinical Program Manager (CPM) plays a crucial role in overseeing the Home Study and Post-Release Services (HSPRS) for unaccompanied children in the U.S. This position is part of a national, multi-million-dollar initiative with ambitious goals to ensure the safety and stability of unaccompanied minors. The CPM will supervise a team of 4 to 8 Master Level intensive case managers, providing clinical supervision and support for complex cases. The role involves ensuring that services align with trauma-informed and developmentally appropriate best practices, acting as a point of escalation for crisis cases, and developing training materials and resources in accordance with federal, state, local, and donor requirements. The CPM will also be responsible for enhancing the capacity of staff to deliver effective services and ensuring that the IRC's efforts meet established professional standards.
Duties and Responsibilities: The duties and responsibilities of the HSPRS Clinical Program Manager include supervising a team of Masters-level case managers who provide direct services to vulnerable unaccompanied children. The CPM will support onboarding and provide regular training in critical competencies such as child development, trauma-informed care, and crisis management. They will offer consultation and coaching to staff, assist in liaising with complex systems like child welfare and mental health, and provide oversight for crisis intervention resources. The CPM will ensure that services are ethical and aligned with best practices, support staff resilience through positive work practices, and provide input on recruitment and performance management of case managers. Regular communication with local supervisors on program progress and other assigned duties are also part of the role.
Required Qualifications: Candidates must possess a Master's degree in social work, psychology, sociology, or a relevant behavioral science with clinical experience as a program requirement. A minimum of two years of post-graduate direct services experience is required, with clinical licensure preferred.
