Job Overview:
The Disaster Risk Reduction Programme Consultant will play a crucial role in addressing the escalating threats posed by climate change and environmental degradation to child survival and development. This position is designed to support UNICEF's Center of Excellence for Climate Resilience in Bangkok, focusing on delivering climate-resilient services to children and communities. The consultant will provide technical assistance in child-sensitive disaster risk reduction (DRR) strategies, including early warning systems, disaster risk financing, and vulnerability assessments. The consultant is expected to contribute to the global implementation of UNICEF's Sustainability and Climate Change Action Plan (SCAP) for 2023-2030, ensuring that millions of children are protected from climate and environmental disaster risks. The role requires collaboration with various UNICEF divisions and external partners to strengthen knowledge management and capacity building in DRR, monitor and report on child-sensitive DRR initiatives, and support interagency partnerships and advocacy efforts.

Duties and Responsibilities:
The consultant will be responsible for a range of tasks aimed at enhancing child-sensitive disaster risk reduction efforts. Key responsibilities include providing technical support and capacity building to at least five country offices on DRR topics, documenting good practices in DRR across various sectors, and developing knowledge platforms and training materials. The consultant will also contribute to global monitoring and reporting on child-sensitive DRR, preparing high-quality inputs for internal reporting mechanisms, and analyzing country office inputs for the UN Plan of Action for DRR reporting. Additionally, the consultant will support interagency partnerships, assist in organizing events such as the International Day for Disaster Risk Reduction, and provide technical support for global and regional DRR platforms and events.

Required Qualifications:
Candidates must possess an advanced university degree in disaster risk reduction, climate, environment, energy, or related disciplines. A minimum of one year of relevant experience in DRR, climate, environment, or energy topics is required. Strong organizational, planning, and prioritization skills are essential, along with the ability to work effectively with diverse teams. Proven experience in communication and project management is necessary, and familiarity with climate, energy, environment, and DRR is highly desirable. Prior experience with a UN agency is considered a distinct advantage.

Educational Background:
An advanced university degree in a relevant field such as disaster risk reduction, climate science, environmental studies, or energy is required for this position. This educational background will provide the necessary foundation for understanding the complexities of climate resilience and disaster risk management as they pertain to children's rights and well-being.

Experience:
The position requires at least one year of professional experience in disaster risk reduction, climate change, environmental management, or related fields. Candidates should demonstrate a solid understanding of the challenges and strategies associated with DRR and climate resilience, particularly in the context of children's rights. Experience working with international organizations, particularly within the UN system, is highly valued and may enhance a candidate's application.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages, particularly those relevant to UNICEF's operational regions, would be considered an asset and may enhance communication and collaboration with diverse stakeholders.

  • The consultant will be required to submit a financial proposal that outlines costs per deliverable and total lump-sum fees for the assignment. UNICEF will cover travel costs and daily subsistence allowances if travel is required. The selected candidate must have current health insurance coverage at the time of contract award. Payment for professional fees will be contingent upon the submission of satisfactory deliverables. UNICEF reserves the right to withhold payment if deliverables do not meet required standards or if there are delays in submission. Candidates must also confirm their fully vaccinated status against COVID-19, although this requirement does not apply to those working remotely without direct interaction with UNICEF's operational sites.
