The consultant will work closely with an international expert to ensure that the SDP reflects evolving priorities and fosters institutional modernization. The role requires a deep understanding of the political, institutional, and legal developments in Kosovo, as well as the ability to engage with diverse stakeholders to ensure inclusivity in the strategic planning process. The consultant will contribute to the development of a roadmap that enhances the Assembly’s legislative, oversight, and representative functions, while also emphasizing the inclusion of under-represented groups in public life and decision-making.
Duties and Responsibilities: The consultant will conduct a desk analysis of the political and institutional context in Kosovo, providing a contextual analysis of recent developments relevant to the strategic planning process. They will contribute to the development of the Inception Note and Workplan, advising on the political context, relevant stakeholders, and sequencing of activities. The consultant will engage with key internal and external interlocutors, lead the identification of community leaders and representatives, and support the international expert in organizing consultations. They will co-author sections of the SDP, ensuring alignment with local governance structures and institutional challenges. The consultant will also facilitate a participatory validation workshop with AoK stakeholders, assist in presenting the first draft of the SDP, and provide inputs for the final version of the SDP, ensuring consistency with AoK internal procedures and terminology.
Required Qualifications: Candidates must possess an advanced university degree in political science, public policy, international development, or a related field. A minimum of three years of relevant experience in strategic planning, preferably with parliaments or legislative institutions, is required. Candidates should demonstrate knowledge of good governance, institutional reform, and parliamentary development in Kosovo. Strong facilitation and drafting skills are essential, along with experience in leading validation workshops. Excellent command of English and Albanian (both written and spoken) is mandatory, while knowledge of Serbian is considered an asset. Candidates should also have experience in drafting policy papers, strategies, and action plans, as well as strong analytical and communication skills.
Educational Background: The position requires an advanced university degree in political science, public policy, international development, or a related field. A Bachelor's Degree (First-level university degree or equivalent) is also acceptable, but advanced degrees are preferred to ensure a comprehensive understanding of the complexities involved in strategic planning and institutional development.
Experience: Candidates should have a minimum of three years of relevant experience in strategic planning, particularly in contexts involving parliaments or legislative institutions. Experience in conducting interviews, focus group discussions, and surveys for primary data collection is also necessary. The ability to coordinate with multiple interlocutors to ensure comprehensive data collection is crucial, as is the capacity to work collaboratively with an international expert.
Languages: Fluency in English and Albanian is mandatory, with excellent drafting and analytical skills required in both languages. Knowledge of Serbian is considered an asset, enhancing the consultant's ability to engage with a broader range of stakeholders and contribute to the inclusivity of the strategic planning process.
Additional Notes: The consultant will be hired for a duration of 25 working days under a Special Service Agreement (SSA). The remuneration package will be based on the consultant's qualifications, experience, and the tasks and deliverables associated with the position, in accordance with OSCE established rates.
