Job Overview:
The Associate Investment Officer or Investment Officer will play a crucial role in supporting the Northern Africa and Horn of Africa (NAHA) PPP hub in Cairo. This position involves significant responsibilities in business development and execution of mandates primarily for the PPP Transaction Advisory (C3P) business line, as well as for Corporate Finance Services (CFS) when required. The role requires a proactive approach to developing client relationships, understanding the legal and regulatory landscape for private sector participation, and leading project teams in the execution of advisory mandates. The successful candidate will report directly to the NAHA Hub leader and the Regional Manager for CTA in Africa, contributing to the overall mission of the IFC to mobilize private capital and create sustainable infrastructure projects.

Duties and Responsibilities:
The duties and responsibilities of the Associate Investment Officer or Investment Officer include:
  • Contributing to origination and marketing activities across Northern Africa and Horn of Africa, managing marketing activities in assigned countries and collaborating with other WBG teams to identify opportunities.
  • Developing new client relationships and project leads in the NAHA region.
  • Understanding legal and regulatory impediments for private sector participation and working closely with WBG to address these issues.
  • Undertaking project scoping to assess feasibility and leading marketing activities, including proposal preparation and mandate negotiation.
  • Managing project teams on sell-side PPP mandates, reviewing legal and technical outputs, and overseeing financial models.
  • Preparing and reviewing internal documentation for approval and consultant procurement processes.
  • Developing transaction structure options for PPP projects and presenting recommendations to management and clients.
  • Organizing and managing the tendering process for projects, including marketing, prequalification, and negotiation of project agreements.
  • Developing and mentoring junior team members. 1
  • Participating in the development and implementation of upstream activities to create and expand markets. 1
  • Supporting Corporate Finance related mandates as needed. 1
  • Assisting in other projects or strategy-related activities as required.

Required Qualifications:
The position requires a minimum of an MBA or equivalent postgraduate degree in business, finance, or economics, along with solid and relevant experience of at least 5 years in project finance, corporate finance, M&A, privatizations, or private equity funds in infrastructure. A minimum of 2-3 years of experience in sell-side PPP advisory is considered a plus. Candidates should possess strong business development and client relationship skills, a proven track record in infrastructure transactions, and existing relationships with government officials and project developers in Africa. The ability to manage teams, deliver high-quality work under pressure, and communicate effectively with diverse stakeholders is essential.

Educational Background:
Candidates must hold an MBA or equivalent postgraduate degree in business, finance, or economics. This educational background is critical for understanding complex financial structures and transaction advisory processes, which are central to the role.

Experience:
Candidates should have a minimum of 5 years of relevant experience in project finance, corporate finance, M&A, privatizations, or private equity funds, with at least 2-3 years specifically in sell-side PPP advisory. Experience in infrastructure transactions, particularly in Africa, is highly desirable, along with a track record of successful contractual and financial closings.

Languages:
Fluency in English and French is mandatory, while proficiency in Arabic is preferred. Strong communication skills in these languages are essential for interacting with clients and stakeholders across the region.
