Job Overview:
The PSEAH Coordination Analyst position is designed to provide dedicated support to UNFPA's Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH) portfolio, as well as to the inter-agency PSEA Network in Afghanistan. The Analyst will work closely with the UNFPA PSEA-H Specialist and Network Coordinator, collaborating with various UNFPA units, implementing partners, and inter-agency counterparts. The role encompasses a broad range of responsibilities aimed at enhancing UNFPA's safeguarding commitments, which include supporting internal systems, assisting implementing partners, and facilitating inter-agency coordination. The Analyst will engage directly with staff, partners, and communities, focusing on gender-sensitive prevention, safe reporting, and victim-centered responses. This position requires frequent travel to field locations and a commitment to ensuring that safeguarding measures are effectively implemented and maintained across all levels of UNFPA's operations.

Duties and Responsibilities:
The Analyst will be responsible for a variety of tasks under the supervision of the UNFPA PSEAH Specialist and Network Coordinator. Key responsibilities include:
  • Supporting UNFPA country office and field teams in integrating safeguarding measures into programs and operations, ensuring staff apply relevant policies and procedures.
  • Reinforcing safe and confidential reporting and referral pathways within UNFPA-supported programming.
  • Contributing to the collection, analysis, and follow-up of safeguarding-related assessments to strengthen accountability.
  • Organizing and delivering training sessions, workshops, and mentoring for UNFPA staff to ensure consistent prevention, safe disclosure management, and victim-centered responses.
  • Collaborating with other UNFPA units to provide cross-cutting safeguarding support linked to sexual and reproductive health and humanitarian interventions.
  • Promoting staff wellbeing by raising awareness about sexual harassment in the workplace and ensuring female staff are informed about safe reporting channels.
  • Supporting implementing partners to meet UN requirements on PSEA and strengthen their safeguarding capacity, including guiding them in developing capacity-strengthening plans.
  • Contributing to the Afghanistan PSEA Network's work plan and participating in coordination meetings and joint monitoring visits.
  • Providing logistical, administrative, and translation support for PSEAH activities and events as needed.

Required Qualifications:
Candidates must possess a Master's degree in social science, gender studies, international relations, risk management, or a related field. Alternatively, a Bachelor's degree in the same fields with two additional years of relevant professional experience is acceptable. Additionally, candidates should have at least two years of professional experience in humanitarian or basic human needs coordination or programming, ideally in areas relevant to UNFPA's mandate. Experience in protection from sexual exploitation, abuse, and harassment, community engagement, accountability to affected populations, and/or disability inclusion is desirable. Familiarity with the UN Partner Portal and experience in conducting the UN Implementing Partner Protection from Sexual Exploitation and Abuse Capacity Assessment is a strong advantage. Strong oral and written communication skills, high accuracy in document production, and excellent interpersonal skills are essential.

Educational Background:
The educational background required for this position includes a Master's degree in social science, gender studies, international relations, risk management, or a related field. Alternatively, a Bachelor's degree in the same fields with two additional years of relevant professional experience is acceptable. This educational foundation is crucial for understanding the complexities of safeguarding, gender issues, and humanitarian responses.

Experience:
Candidates should have a minimum of two years of professional experience in humanitarian coordination or programming, particularly in areas relevant to UNFPA's mandate. This experience should ideally include work related to protection from sexual exploitation, abuse, and harassment, as well as community engagement and accountability to affected populations. Previous experience with UNFPA or another UN agency is considered an asset, as is familiarity with the UN Partner Portal and conducting capacity assessments.

Languages:
The position requires an excellent command of written and spoken English. Proficiency in Dari and/or Pashto is necessary, as these are the working languages in Afghanistan. Knowledge of these languages will facilitate effective communication with local partners and communities, enhancing the Analyst's ability to fulfill their responsibilities.
