Job Overview: The Technical Head of Program (THoP) plays a crucial role in the development and quality assurance of HI Afghanistan's programs. Reporting directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, the THoP is responsible for ensuring that projects are impactful, technically sound, and aligned with HI's mission and strategic objectives. This position involves managing a team of specialists across various sectors, including rehabilitation, protection, mental health, and monitoring and evaluation (MEAL). The THoP will contribute to strategic planning, fundraising efforts, and external representation of the organization. The role requires a strong focus on team management, program development, quality assurance, and emergency preparedness, ensuring that HI's interventions are effective and responsive to the needs of the communities served.
Duties and Responsibilities:
Team Management: Lead and support a team of managers and specialists, promoting HI’s values and fostering innovation. Ensure clear objectives for team members and facilitate their professional development while ensuring compliance with HI policies.
Strategy & Planning: Contribute to the operational strategy of the program (StratOp), promoting cross-sector synergies and integrating technical priorities into project design. Ensure that monitoring, evaluation, accountability, and learning (MEAL) are fully embedded in programming.
Program Development: Support the design of new projects, including conducting needs assessments and establishing partnerships. Contribute to fundraising efforts and engage with donors to secure resources for HI’s initiatives. Promote innovation and the expansion of HI’s technical areas of intervention.
Quality Assurance & Technical Guidance: Guarantee the technical quality and relevance of projects by providing methodological support to project managers. Ensure follow-up on recommendations from evaluations and audits, strengthening accountability, learning, and knowledge-sharing within the organization.
External Representation: Represent HI in relevant networks, clusters, and with donors, supporting advocacy and communication efforts in line with HI’s strategies.
Emergency Preparedness & Response: Lead preparedness planning within the program, ensuring that activities can be reprioritized for rapid and effective response in emergencies.
Required Qualifications: Candidates must possess a Master's degree in one of HI's technical sectors of intervention, international cooperation, or humanitarian development. A minimum of 5 years of experience in humanitarian development is required, with a strong background in project management, particularly in multi or complex projects. Experience in one of HI's technical sectors of intervention is essential, and familiarity with the inclusion of people with disabilities is highly valued. Candidates should demonstrate managerial skills, including the ability to develop team members and foster independent work. Strong organizational skills, the ability to simplify and prioritize tasks, and fluency in English are also required.
Educational Background: The position requires a Master's degree in a relevant field, such as one of HI's technical sectors of intervention, international cooperation, or humanitarian development. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage and develop programs within HI's operational framework.
Experience: The ideal candidate should have at least 5 years of experience in humanitarian development, with a proven track record in project management, particularly in complex or multi-faceted projects. Experience in one of HI's technical sectors of intervention is crucial, as is any experience related to the inclusion of people with disabilities. The candidate should also have demonstrated managerial experience, showcasing their ability to lead teams and drive programmatic success.
Languages: Fluency in English is mandatory for this position, as it is essential for communication within the organization and with external stakeholders. Additional language skills may be beneficial, particularly in languages relevant to the local context or the populations served by HI.
Additional Notes: This position is offered as a 12-month international contract, with conditions tailored to the context of the mission. The international contract includes social coverage adapted to the employee's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. Repatriation insurance is provided by HI. The salary starts at 2869€ gross per month, depending on experience, with additional benefits including a per diem of 634€ net per month (paid in USD in the field), a hardship allowance of 500€ net per month, 25 days of paid leave per year, and a rest and recuperation (R&R) period of 5 days every 8 weeks. Housing is provided in shared accommodation, and this is an unaccompanied position. For residents of the country, a local package will be offered.
