Job Overview:
The Technical Officer - Procurement and Supply Chain Management (PSCM) position is crucial for the EpiC-HIV project, which is funded by the U.S. Department of State. This role involves providing technical and program management support to the Department of Health (DOH) and its partners in the Philippines. The officer will work closely with the country team to enhance the PSCM processes, which include procurement, quantification, inventory management, warehousing, and distribution of HIV-related commodities. The position aims to strengthen the capacity of local organizations and improve the overall efficiency of HIV service delivery in Greater Metro Manila, addressing critical gaps in the national HIV response.

Duties and Responsibilities:
The Technical Officer will be responsible for assessing and documenting existing PSCM processes at DOH and partner sites, implementing strategies to enhance procurement and inventory management, and ensuring adherence to pharmacovigilance standards. The officer will provide day-to-day technical support to DOH staff and partner facilities, assist in developing training materials, and facilitate workshops to build PSCM capacity. Additionally, the officer will collect and analyze PSCM-related data, prepare reports for stakeholders, maintain communication with partners, and represent the project in technical meetings. The role also includes coordinating with various sub-teams within the EpiC program to ensure alignment of activities across implementing partners, writing technical documents, and performing other assigned duties.

Required Qualifications:
Candidates must possess a Bachelor’s degree in supply chain management, logistics, public health, or a related field, with a Master’s degree being an advantage. A minimum of five years of experience in procurement and supply chain management within NGOs or INGOs, particularly in HIV/AIDS programs, is required. Candidates should have a strong understanding of PSCM processes, knowledge of health programs in the Philippines, and excellent communication, analytical, and problem-solving skills. The ability to work independently and collaboratively in a team environment is essential, along with sensitivity to cultural differences and issues surrounding HIV/AIDS.

Educational Background:
The position requires a Bachelor’s degree in a relevant field such as supply chain management, logistics, or public health. A Master’s degree is preferred and may enhance a candidate's qualifications for the role.

Experience:
The ideal candidate should have at least five years of relevant experience working with NGOs or INGOs, specifically in procurement and supply chain management related to HIV/AIDS programs. Experience with U.S. government-funded programs or international donors is also beneficial, as is familiarity with the public health landscape in the Philippines.

Languages:
Fluency in English is mandatory, with strong written and oral communication skills. Knowledge of Filipino languages may be advantageous but is not explicitly required.
