Job Overview: The Consultant for Human Rights Training will play a crucial role in enhancing the understanding of international human rights standards among correctional officers in Kosovo. This position involves developing and delivering a comprehensive training program aimed at equipping officers with the necessary knowledge and skills to ensure humane treatment of detainees. The training will cover essential topics such as the rights of detainees, conditions of detention, and ethical responsibilities of correctional staff. The consultant will be responsible for creating training materials, conducting the training sessions, and evaluating the effectiveness of the training through feedback and assessments. The overall goal is to foster a culture of respect for human rights within correctional facilities and to ensure that officers are well-prepared to uphold these standards in their daily operations.
Duties and Responsibilities:
Develop a comprehensive training methodology and materials tailored to the needs of correctional officers, including pre and post-evaluations.
Prepare presentation slides and case studies in collaboration with the Police Development and Monitoring Section (PDMS) activity manager.
Deliver a three-day training session focused on local and international human rights legislation for correctional officers.
Produce a final training evaluation report with actionable recommendations for the OSCE Mission in Kosovo.
Submit the training materials and agenda for review and incorporate feedback from the PDMS activity manager.
Conduct the training from October 15 to 17, 2025, ensuring active participation and engagement from all attendees.
Deliver a post-training evaluation report summarizing observations and feedback to the PDMS Project Manager by October 23, 2025.
A Master’s Degree in Human Rights Law, International Law, or Public Policy is preferred.
A minimum of 5–7 years of work experience in human rights law, policy, or advocacy at both national and international levels.
Proven experience working with or advising government institutions, particularly in law enforcement, correctional services, or public security.
Previous consulting experience, especially in developing or delivering training programs on human rights for law enforcement or correctional personnel.
Familiarity with international human rights standards as outlined by the United Nations and other international bodies.
Strong understanding of international human rights instruments, treaties, conventions, and protocols.
Demonstrated ability to work effectively as part of a diverse team, showing cultural sensitivity and good judgment.
Educational Background: Candidates must possess at least a Bachelor’s Degree in relevant fields such as Law, Political Science, International Relations, or Human Rights. A Master’s Degree in Human Rights Law, International Law, or Public Policy is highly desirable and will be considered an asset for this position.
Experience: The ideal candidate should have a minimum of 5 to 7 years of relevant work experience in human rights law, policy, or advocacy. This experience should encompass both national and international contexts, demonstrating a solid understanding of the complexities involved in human rights issues, particularly within correctional settings. Experience working with government agencies and institutions, especially in law enforcement and public security, is essential. Previous consulting experience in training development and delivery is also highly valued.
Languages: Fluency in English is mandatory, as all training materials and sessions will be conducted in this language. Knowledge of additional languages, particularly those relevant to the local context, would be considered an advantage but is not mandatory.
