Job Overview:
The position of Local Consultant for Training Needs Assessment is integral to the OSCE Mission in Kosovo's project aimed at enhancing the operational capacities of security sector institutions. The consultant will be responsible for developing and delivering a specialized training program for the Kosovo Probation Service (KPS) officers. This training will focus on equipping the officers with the necessary skills to conduct effective training needs assessments, which are crucial for identifying skill gaps and prioritizing training needs within their teams. The consultant will work closely with the Police Development and Monitoring Section (PDMS) to ensure that the training methodology and materials are tailored to the specific needs of the KPS. The overall goal is to improve the performance and service delivery of the KPS, thereby contributing to the broader objectives of the OSCE Mission in Kosovo.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:
  • Developing a comprehensive training methodology and materials in consultation with the PDMS activity manager.
  • Preparing presentation slides and case studies that will be used during the training sessions, ensuring they are relevant and engaging.
  • Delivering a three-day training program focused on Needs Assessment for 20 KPS participants, utilizing interactive teaching methods to facilitate learning.
  • Producing a final training evaluation report that summarizes the training outcomes and provides recommendations for further action by the OSCE Mission in Kosovo. The consultant will also be responsible for submitting all training materials and reports by the specified deadlines, ensuring that all deliverables meet the quality standards set by the OSCE.

Required Qualifications:
Candidates must possess a bachelor's degree in law, social sciences, or a related field from a recognized university. Additionally, a minimum of ten years of relevant professional experience in the area of Needs Assessment is required. Candidates should have at least five years of training experience specifically related to law enforcement oversight. Proven experience in delivering specialized training courses to law enforcement agencies and public institutions is essential. Previous work experience with international organizations is highly desirable, and knowledge of the Kosovo context will be considered an advantage. Cultural sensitivity and sound professional judgment are critical, as is the ability to work collaboratively with individuals from diverse backgrounds.

Educational Background:
The position requires a bachelor's degree, which is defined as a first-level university degree or its equivalent. This educational background should ideally be in fields related to law, social sciences, or police studies, providing the necessary theoretical foundation for understanding the complexities of law enforcement and training needs assessment.

Experience:
The ideal candidate should have extensive experience, specifically a minimum of ten years in the field of Needs Assessment, which includes evaluating training requirements and developing training programs. Furthermore, candidates should have at least five years of direct training experience in law enforcement oversight, demonstrating their capability to effectively engage with law enforcement personnel and deliver impactful training sessions. Previous experience in capacity building roles will be considered an asset, as it indicates a strong understanding of the challenges faced by security sector institutions.

Languages:
Fluency in English, both spoken and written, is essential for this position, as all training materials and communications will be conducted in English. While not mandatory, proficiency in additional languages, particularly those relevant to the local context, would be considered a valuable asset, enhancing the consultant's ability to connect with participants and address their specific needs.

Additional Notes:
The contract for this position is classified as a Special Service Agreement (SSA) for a consultant role, with a total duration of five working days. The consultant will be expected to start on October 6, 2025, and complete all tasks by the specified deadlines.
