Job Overview:
The consultant will play a crucial role in developing a Risk Communication and Community Engagement (RCCE) Toolkit and Course aimed at enhancing emergency preparedness and response in Brazil. This position involves close collaboration with UNICEF's Social and Behaviour Change Officer, Emergency Specialist, and RCCE Specialist to produce materials that will support government entities and local partners in effectively communicating with communities during humanitarian situations. The consultant will be responsible for creating a child-centered toolkit that includes a mapping of existing materials, a matrix of key messages for various emergencies, and finalized communication materials such as posters, leaflets, and radio scripts. Additionally, the consultant will develop a training course for public managers to build their capacity in RCCE, ensuring that the materials are accessible and relevant to the target audiences.

Duties and Responsibilities:
  • Develop a cloud-based repository of existing UNICEF materials related to RCCE, mapping resources from recent emergencies.
  • Create a comprehensive matrix of child-centered key messages tailored to different types of emergencies, ensuring alignment with UNICEF's five Goal Areas.
  • Design an 8-hour training course on RCCE for public managers, including shorter versions and practical exercises.
  • Conduct pretesting of key messages and materials with affected populations to ensure relevance and effectiveness.
  • Produce a final RCCE Toolkit that includes a User Guide and various communication materials, ensuring compliance with UNICEF branding and guidelines.
  • Collaborate with UNICEF staff and local partners throughout the consultancy to ensure the materials meet the needs of the communities served.

Required Qualifications:
Candidates must possess a university degree in social and behavioural sciences, social communication, sociology, anthropology, psychology, education, public relations, or a related field. A minimum of 4 years of professional experience in RCCE, CwC, SBC, C4D, or similar areas is required, with a strong background in humanitarian settings and content production aimed at affected populations. Knowledge of children's rights issues, including relevant conventions and statutes, is an asset. Proven ability to manage relationships with partners and strong writing and communication skills in Portuguese are essential. Experience in a UN agency or humanitarian organization is preferred.

Educational Background:
A university degree in relevant fields such as social and behavioural sciences, social communication, sociology, anthropology, psychology, education, or public relations is required for this consultancy position. This educational background is crucial for understanding the complexities of communication and community engagement in humanitarian contexts, particularly as they relate to children's rights and social equity.

Experience:
The consultant should have at least 4 years of professional experience in areas related to Risk Communication and Community Engagement, Communication for Development, or similar fields. Experience in humanitarian settings is essential, as is a demonstrated ability to produce content that effectively addresses the needs of affected populations. A portfolio showcasing previous work in these areas is required to validate the candidate's expertise.

Languages:
Fluency in Portuguese is mandatory for this position, as all materials and communications will be conducted in this language. Proficiency in English is considered an asset, as it may facilitate communication with international partners and access to additional resources.

Additional Notes:
This consultancy is expected to last for a duration of 6 months, with specific deliverables outlined for each work assignment. The consultant will not be required to travel, as all work will be conducted remotely or in collaboration with local UNICEF offices. The financial proposal must include all-inclusive fees, covering administrative costs and any applicable taxes.
