The Financial Manager will report to the Chief Financial Officer and the General Manager, and will be responsible for managing cash management activities, investments, and the post-implementation monitoring of a new IT system. The role requires a proactive approach to managing cash flow, optimizing investments, and ensuring compliance with financial policies. The incumbent will also supervise a small team, ensuring effective operations within the Savings Section, which handles daily transactions and account management for members.
Duties and Responsibilities: The Financial Manager will be tasked with several key responsibilities, including:
Investment and treasury management: This involves monitoring bank account balances, anticipating cash needs, updating cash flow forecasts, optimizing daily cash flow management, and investing surplus funds in accordance with established policies. The manager will also prepare cash flow projections and monitor the performance of investment portfolios.
Focal point for the treasury management system: The manager will serve as the primary contact for the treasury software, producing personalized reports, coordinating system changes, and ensuring accurate data input.
Focal point for the new USLS IT system: The manager will coordinate information dissemination to members, follow up on deliverables, and supervise the update of technical documentation.
Compliance and reporting: The manager will ensure compliance with IPSAS or IFRS accounting standards and produce reports for financial statements.
Team supervision: The manager will oversee the Savings Section staff, ensuring effective operations and adherence to guidelines.
Required Qualifications: Candidates must possess an advanced university degree (Masters or equivalent) in Finance, Accounting, or Management, with a focus on financial management. Additionally, a professional financial qualification such as CFA, FRM, CA, CPA, or ACCA is required. Candidates should have a strong understanding of financial markets, cash management, and investment strategies, as well as knowledge of accounting standards applicable to financial instruments.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant field such as Finance, Accounting, or Management. A specialization in financial management is preferred. Furthermore, candidates should hold a professional financial qualification, which demonstrates their expertise and commitment to the field of finance.
Experience: Candidates should have at least four years of experience in a banking or corporate treasury environment, with proven expertise in cash management and fixed-income investments. Ideally, at least two years of this experience should have been gained at an international level, providing the candidate with a global perspective on financial operations and challenges.
Languages: Fluency in English or French is mandatory, with a good working knowledge of the other language. Additionally, knowledge of another UN working language such as Arabic, Chinese, Russian, or Spanish is considered desirable and may enhance a candidate's application.
