Job Overview:
The IT Analyst, Scrum Master position at the World Bank involves a critical role in implementing IT solutions and supporting existing cloud-based applications within the Finance ITS (Information Technology Solutions) unit. The successful candidate will work closely with finance clients, focusing on maintaining the business applications landscape and coordinating ongoing capital project implementations. This role requires a strong understanding of Agile methodologies, particularly the Scrum framework, as the individual will serve as a Scrum Master, facilitating Agile ceremonies, ensuring adherence to Agile practices, and fostering a culture of continuous improvement. The IT Analyst will also be responsible for liaising with both onsite and offshore teams to ensure that IT support activities align with business objectives and specifications. This position is integral to the World Bank's mission of delivering transformative information and technology solutions to enhance operational effectiveness and resilience.

Duties and Responsibilities:
The IT Analyst will report to the ITSFE team lead and will have a variety of responsibilities, including:
  • Acting as a Scrum Master, leading Agile teams in the implementation of IT solutions based on business requirements.
  • Supporting a culture of continuous improvement within the team while adhering to the SAFe methodology.
  • Ensuring the team collaborates effectively to achieve sprint goals and proactively removing obstacles to maintain workflow.
  • Resolving conflicts within the team to ensure a productive work environment.
  • Liaising with onsite and offshore teams to ensure IT support activities are on track.
  • Facilitating sprint planning, daily stand-ups, sprint reviews, and retrospectives.
  • Conducting root cause analysis to identify and address underlying issues.
  • Providing clear user stories and acceptance criteria to the development team.
  • Coordinating business review processes and obtaining sign-off for deployments. 1
  • Documenting key business processes and developing frameworks for improvement. 1
  • Providing operational support for production systems and participating in user training. 1
  • Collaborating with business analysts and project managers to clarify requirements and assist in technical specifications. 1
  • Evaluating work and contributing to test plans and post-implementation reviews. 1
  • Ensuring compliance with organizational policies and procedures.

Required Qualifications:
Candidates must possess a Master's degree with at least 2 years of relevant experience or a Bachelor's degree with a minimum of 4 years of relevant experience, preferably in a context involving Multilateral Development Banks (MDBs). They should have experience working with geographically distributed teams and familiarity with industry-standard processes for systems design, database design, development, testing, and integration phases of projects. A demonstrated eagerness to learn and contribute effectively to the work program is essential, along with strong communication and interpersonal skills to liaise with stakeholders and facilitate meetings. Candidates should also have a proven ability to work independently and in teams, balancing analysis and action, and should be willing to seek guidance when necessary.

Educational Background:
The educational requirements for this position include a Master's degree in a relevant field with at least 2 years of experience or a Bachelor's degree with a minimum of 4 years of relevant experience. The focus should be on areas related to information technology, finance, or project management, with a strong emphasis on Agile methodologies and IT solutions.

Experience:
Candidates should have a minimum of 2 years of relevant experience if holding a Master's degree, or at least 4 years if holding a Bachelor's degree. Experience should preferably include working with Multilateral Development Banks (MDBs) or similar international financial institutions, as well as familiarity with Agile methodologies and IT project implementations. Experience in change management procedures and the use of ADO/PLM processes is also beneficial.

Languages:
The mandatory language for this position is English. Proficiency in additional languages may be advantageous but is not specified as a requirement.
