Job Overview:
The Procurement Senior Associate plays a crucial role in ensuring efficient and timely procurement and contract administration support to various programs within a designated geographical area. Reporting directly to the procurement officer and guided by the procurement manager, this position emphasizes a client-focused and results-oriented approach. The Procurement Senior Associate is expected to work with minimal supervision, collaborating with UNOPS program support colleagues and technical experts to deliver high-quality services. Key responsibilities include transactional procurement support, procurement planning, requisition management, bidding and tendering processes, contract administration, personnel management, and knowledge sharing. The role is vital for maintaining compliance with UNOPS regulations and enhancing the overall effectiveness of procurement operations.

Duties and Responsibilities:
  • Transactional Procurement Support Services: Ensure compliance with UNOPS rules and regulations, execute necessary steps to embed sustainability in procurement processes, complete submissions to Contract and Property Committees, conduct market research, maintain supplier databases, and generate status reports.
  • Procurement Planning and Systems: Collaborate with project personnel to prepare procurement plans, implement procurement management systems, maintain procurement monitoring processes, and liaise with vendors for safe delivery of goods.
  • Requisitions/Procurement and Sourcing: Support requesting entities in procurement processes, review requisitions for completeness, prepare specifications and terms of reference, draft correspondence, monitor procurement progress, and prepare reports.
  • Bidding and Tendering: Prepare shortlists of contractors, issue tender documents, evaluate bids, and organize meetings for contract approvals.
  • Contract Administration: Follow up on contract signing, commit funds, maintain contract filing systems, and manage supplier databases.
  • Personnel Management: Facilitate high-quality results through effective work planning and performance management, ensuring compliance with policies.
  • Knowledge Building and Sharing: Organize training initiatives, contribute to knowledge networks, and participate in webinars to share best practices.

Required Qualifications:
Candidates must possess a First University Degree in Procurement, Supply Chain Management, Law, Commerce, Business Administration, or related fields. Relevant certification in procurement and supply chain management (CIPS level 3 or similar) is desirable but not mandatory. Candidates should demonstrate a strong understanding of procurement processes and regulations, as well as the ability to work collaboratively with diverse stakeholders.

Educational Background:
A First University Degree in relevant fields such as Procurement, Supply Chain Management, Law, Commerce, or Business Administration is required. Additional certifications in procurement and supply chain management are advantageous but not essential.

Experience:
Candidates should have a minimum of five years of relevant experience in procurement support services within national or international organizations. Supervisory experience in procurement is essential, along with familiarity in working with stakeholders in developing countries. Experience within UN system organizations is considered a plus. Proficiency in computer applications and web-based management systems is required, with experience in Enterprise systems being desirable.

Languages:
Full working knowledge of English is mandatory. Knowledge of another official UNOPS language is considered an asset, enhancing communication and collaboration in a diverse work environment.

Additional Notes:
The contract type is an Individual Contractor Agreement (ICA) at the Local ICA-7 level, with an ongoing duration subject to organizational requirements, availability of funds, and satisfactory performance.
