Job Overview: The Project and Finance Assistant position is located in the newly established ILO Country Office in Kyiv, Ukraine. This role is integral to the implementation of the project titled 'Support to Job Creation in Mykolaiv and Odesa and to Social Dialogue Development,' which is funded by the Danish Government. The project aims to enhance early recovery efforts in Ukraine by expanding access to income and livelihood opportunities in the regions of Odesa and Mykolaiv, while also improving social dialogue in these areas. The successful candidate will be responsible for providing administrative and financial support to ensure the effective delivery of project outcomes. This includes managing project documentation, assisting with travel arrangements, and compiling reports on project activities. The role requires travel to Mykolaiv and Odesa, emphasizing the need for flexibility and adaptability in a dynamic work environment. The Project and Finance Assistant will report directly to the Chief Technical Advisor and will collaborate closely with other project staff to achieve the project's objectives.
Duties and Responsibilities:
Ensure the smooth functioning of project administration, office management, and operational support functions by collaborating with administrative staff. This includes processing entitlements, issuing contracts, and maintaining accurate records and files.
Advise project staff on administrative rules, regulations, and procedures, and assist with travel arrangements, including hotel reservations and travel authorizations.
Collect and compile socioeconomic data and draft summaries and reports on project activities for correspondence.
Organize and maintain records, documents, and control systems for monitoring and evaluating project implementation.
Assist in drafting notes, meeting minutes, and translating documents between English and Ukrainian.
Provide financial and administrative information regarding project implementation and liaise with other agencies on administrative and financial matters.
Prepare background information for program and budget discussions and provide guidance to administrative assistants as needed.
Participate in organizing special meetings and coordinate administrative arrangements for workshops, seminars, and training sessions.
Provide interpretation services for ILO missions and staff as required. 1
Support in drafting communication materials such as press releases and ensure the ILO's social media reflects project updates. 1
Required Qualifications: Candidates must have completed secondary school education, supplemented by technical or university-level courses relevant to the organization's work. Specialized training in a field related to the ILO's mission and previous experience with UN projects will be advantageous. Candidates should possess a strong understanding of financial and administrative rules and procedures, as well as good organizational skills to support programming activities effectively.
Educational Background: The educational requirement for this position includes the completion of secondary school education, along with additional technical or university-level courses in a relevant field. Specialized training in areas pertinent to the ILO's work will be considered a plus, as will previous experience in similar roles within the UN system.
Experience: Candidates should have a minimum of six years of progressively responsible experience in financial and/or administrative roles, with at least one year dedicated to program support activities. Experience in similar positions within UN or ILO projects will be highly regarded, as it demonstrates familiarity with the organization's operational context and requirements.
Languages: Fluency in both Ukrainian and English is essential, with excellent oral and written communication skills in both languages. This bilingual proficiency is crucial for effective collaboration and documentation within the project.

The entry-level salary for this position is set at 23,442 USD per year.
