Job Overview:
The primary purpose of this consultancy is to support the University of Prishtina in delivering Albanian language courses tailored for law enforcement personnel. This initiative is a response to the growing demand for language professionals in public administration, as highlighted by recent assessments. The consultant will be responsible for developing a comprehensive Albanian language course, conducting assessments, and delivering classes to enhance the language skills of civil servants. The role is crucial in ensuring compliance with language rights and improving communication within public administration. The consultant will work closely with the Language Centre at the University and will be expected to maintain regular communication with the OSCE Activity Manager throughout the assignment.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Developing an Albanian language course specifically designed for civil servants, in collaboration with the Language Centre Coordinator at the Faculty of Philology.
  • Conducting a pre-course knowledge assessment to gauge participants' proficiency levels.
  • Delivering a minimum of 60 classes over a three-month period, which may be divided into different groups based on participants' requests and proficiency levels.
  • Maintaining online records of student attendance and test results, and providing periodic reports to the OSCE Activity Manager and Language Centre Coordinator.
  • Submitting a final report that includes expert advice on sustainable learning of official languages, summarizing the course delivery process, key achievements, and challenges encountered.

Required Qualifications:
Candidates must possess a Master's degree as a minimum requirement, with a Doctoral degree in Albanian language, pedagogy, education, or a related field being preferable. Additionally, a minimum of five years of demonstrable professional experience in lecturing the Albanian language is required. Experience in teaching Albanian to Serbian speakers in Kosovo is highly desirable. Knowledge of Serbian and/or English is also considered an asset, as it will facilitate communication with participants from diverse backgrounds.

Educational Background:
The educational background required for this position includes a Master's degree, which is mandatory. A Doctoral degree in relevant fields such as Albanian language, pedagogy, or education is preferred, indicating a higher level of expertise and understanding of language instruction methodologies.

Experience:
The position requires a minimum of five years of professional experience in teaching the Albanian language, particularly to Serbian speakers in Kosovo. This experience is essential to ensure that the consultant is well-equipped to address the specific needs of the target audience and to deliver effective language training that meets the objectives of the program.

Languages:
Proficiency in Albanian is mandatory for this position, as the consultant will be responsible for teaching the language. Additionally, knowledge of Serbian and/or English is desirable, as it will enhance the consultant's ability to communicate effectively with participants and facilitate their learning process.

Additional Notes:
The consultancy will be conducted under a Special Service Agreement (SSA) contract type, with a total duration of 60 working days. The consultant will be expected to start on September 10, 2025, and the assignment will conclude with the submission of the final report by December 12, 202
