Job Overview: The Senior Program Assistant, LICA-5, will play a crucial role in supporting the UNHCR National Office in Tajikistan. This position involves implementing program-related activities that align with operational needs and regional and global priorities. The incumbent will work closely with colleagues in protection and administrative units, as well as with the UNHCR Representation to Central Asia located in Almaty. The role requires regular communication with program staff and entails responsibilities such as monitoring activities, collecting program-related information, and implementing administrative requirements. The Senior Program Assistant will also be involved in drafting and finalizing Project Agreements and guiding partners on office strategy requirements. The position emphasizes the importance of collaboration within a multi-functional team approach, ensuring the participation of relevant stakeholders, including refugees, in all phases of the Program Management Cycle. The incumbent is expected to embrace diversity and work effectively in a multicultural environment, adhering to principles of transparency and confidentiality while treating all individuals with respect.
Duties and Responsibilities: The duties and responsibilities of the Senior Program Assistant include providing administrative assistance and support in routine services and activities within the program to better meet the needs of persons of concern. The incumbent will assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet project requirements. They will support the establishment of partnership agreements in a timely manner, regularly monitor and report on these agreements, and ensure compliance with established guidelines and procedures. The Senior Program Assistant will contribute to the development and implementation of monitoring plans for activities, review and analyze operations plans, and ensure quality assurance and compliance with established policies. They will maintain records of implementation rates, assist in ensuring compliance with audit certificate issuance for partners, and utilize UNHCR's ERP system for planning, budgeting, implementation, and reporting. The role also involves identifying and managing risks, contributing to improvements in programming tools and processes, and performing other related duties as required.
Required Qualifications: The position requires a minimum of 2 years of relevant experience with a High School Diploma, or 1 year of relevant work experience with a Bachelor’s degree or equivalent. Essential qualifications include demonstrated experience in Program Management and Operation Management Cycle, knowledge of Results-Based Management, and proficiency in computer skills, particularly in MS Office with advanced Excel capabilities. Desirable qualifications include completion of UNHCR Learning Programmes or specific training relevant to the function, as well as experience in program management training and capacity building activities. Functional skills such as IT-Computer Literacy, Programme Management, Results-Based Management, and Database Management are essential for this role.
