Job Overview: The E T Consultant position at the World Bank Group involves assisting cross-sectoral teams and the Country Management Unit (CMU) in Kyiv with the coordination of the Ukraine Government Project Preparation Facility (PPF) and engagement in the housing sector. The consultant will play a crucial role in monitoring and reporting on project progress, ensuring compliance with World Bank policies, providing technical advice, and facilitating stakeholder engagement. The role also includes capacity building and supporting the development of training materials and workshops. The consultant will be expected to coordinate efforts across various teams within the Bank and with external partners to align strategies and support national housing priorities, particularly in light of the urgent reconstruction needs in Ukraine.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including:
Project Monitoring and Reporting: Assisting in the preparation and review of project progress reports, monitoring project implementation against timelines and budgets, and identifying any issues or delays.
Compliance and Risk Management: Ensuring compliance with World Bank policies, assisting in risk identification and mitigation, and supporting the preparation of risk management plans.
Technical Advice and Support: Reviewing technical documents for compliance, providing just-in-time advice, and contributing to quality control.
Stakeholder Engagement: Coordinating communication with project stakeholders, organizing meetings, and preparing meeting minutes.
Capacity Building: Developing training materials, conducting workshops, and delivering presentations.
Multi-stakeholder Coordination: Aligning inputs from various teams, facilitating internal coordination meetings, and tracking implementation progress of housing projects.
Effective Communication: Strengthening communication flows within the Bank and with external stakeholders, developing coordination mechanisms, and preparing joint presentations and communication products.
Required Qualifications: The ideal candidate should possess a Master’s degree in a relevant discipline such as economics, finance, project management, public policy, or business administration. Additionally, a minimum of five years of substantial experience in the implementation or monitoring of development projects, public investment management, and coordination of complex projects in housing and infrastructure sectors is required. Experience working with the Ukrainian government and development partners is essential, along with a solid understanding of Public Investment Management reforms in Ukraine. Strong operational, analytical, interpersonal, and diplomatic skills are also necessary, as well as excellent oral and written communication skills in both English and Ukrainian.
Educational Background: Candidates must have a Master’s degree in a relevant field such as economics, finance, project management, public policy, or business administration. This educational background is crucial for understanding the complexities of development projects and public investment management.
Experience: Candidates should have a minimum of five years of relevant experience, particularly in the implementation or monitoring of development projects, public investment management, and coordination of complex projects in housing and infrastructure sectors. Experience with International Financial Institutions (IFI) and knowledge of working with the Ukrainian government and development partners is highly desirable.
Languages: Mandatory languages for this position include English and Ukrainian. Proficiency in both languages is essential for effective communication and collaboration with stakeholders. Additional languages may be beneficial but are not specified as required.
Additional Notes: This position is a local recruitment opportunity with a term duration of one year, renewable at the discretion of the World Bank Group. The selected candidate will be subject to a lifetime maximum extended term appointment of three years.
