Duties and Responsibilities: The Expert.e will undertake several key responsibilities, including:
Defining new quantitative and qualitative adaptation targets for the NDC 3.0, working closely with coordination committees and sectoral ministries.
Conducting thorough reviews of recent climate risk assessments and existing strategic documents to ensure coherence and avoid duplication.
Critically analyzing sectoral actions from 2021 to 2025 to identify progress and persistent gaps in adaptation efforts.
Identifying specific vulnerabilities and adaptive capacity gaps in key sectors such as agriculture, water, health, infrastructure, waste, and energy.
Developing and validating concrete sectoral adaptation objectives that enhance resilience against climate impacts and promote sustainable development.
Mobilizing stakeholders and coordinating with national and regional authorities, civil society, and private sector actors to ensure ownership of proposed objectives and measures.
Integrating key nexus issues, such as climate, peace, and security" style="border-bottom: 1px dotted #007bff !important;">security, into the NDC 3.0, analyzing how climate change exacerbates risks related to peace and security in Niger.
Proposing measures to enhance community resilience and support livelihoods for mobile or displaced populations.

Required Qualifications: Candidates must possess a postgraduate degree (at least a Master's or equivalent) in social sciences, economics, political science, intersectoral convergence, engineering, or environmental studies, with proven expertise in climate change or environmental sciences. A minimum of 12 years of practical experience in climate change adaptation and cross-cutting climate themes (Nexus) is required, including policy design, implementation, and evaluation at national and subnational levels. For those with a Master's degree, at least 7 years of experience is necessary. Direct experience in climate adaptation in Niger, with a strong understanding of national policies, institutional structures, and local climate risks, is essential. Demonstrated experience in conducting adaptation progress assessments, vulnerability analyses, or reviews of policies related to NDCs or National Adaptation Plans (NAPs) is also required. Proven expertise in stakeholder engagement, workshop facilitation, consultations, and technical report writing, preferably in Africa, is necessary.
