Job Overview: The Associate (Finance - Accounting) position is integral to the Division of Business Operations (BOS) within the WHO Country Office in Ukraine. This role is designed to ensure financial compliance and quality assurance in the management of financial services for the Country Office and its field offices. The incumbent will work independently under the supervision of the Operations Officer, providing crucial financial and accounting support to ensure adherence to WHO financial rules and regulations. The position requires a proactive approach to managing financial documentation, monitoring income and expenditure, and ensuring the efficient running of the Country Office in support of various project and program activities. The Associate will also be responsible for maintaining good working relationships with financial service providers, vendors, and government authorities regarding tax-related issues, thereby contributing to the overall financial sustainability of the organization.
Duties and Responsibilities: The duties and responsibilities of the Associate (Finance - Accounting) include acting as the focal point for managing Imprest accounts, overseeing financial documentation and reporting, and ensuring cash and advance reconciliations. The incumbent will monitor income and expenditure, organize vendor payments, and process requests for payments against provided PTAEO numbers. Regular cash and bank transfer reconciliations will be conducted, and the Associate will maintain contacts with national banks to stay informed about exchange rates and regulatory changes. The role also involves monitoring the availability of funds for project budgets, preparing financial reports, and providing administrative coordination for meetings. The Associate will be responsible for capacity building within the Country Office, advising local personnel on financial issues, and acting as the focal point for VAT and tax-related matters. Additionally, the incumbent will prepare and review financial reports, analyze expenditure data, and support the financial closure activities of the Country Office.
Required Qualifications: Candidates must demonstrate teamwork, respect for cultural differences, effective communication, and resource management skills. A strong functional knowledge of accountancy principles and proficiency in information technology for financial data extraction is essential. Candidates should possess advanced Excel skills for data analysis and reporting. The ability to manage one's emotions and assist others in doing the same is also required.
Educational Background: The essential educational qualification for this position is the completion of secondary school or an equivalent technical or commercial school. A higher education degree in business, accounting, or finance is desirable, as it provides a solid foundation for the financial responsibilities associated with this role.
Experience: Candidates must have at least 8 years of progressively responsible experience in accounting or finance. Experience in an international environment or institution, particularly within WHO or the UN, is desirable and will be considered an asset for this position.
Languages: Expert knowledge of Ukrainian and English is essential for this role. Intermediate knowledge of other official WHO languages is considered desirable, as it may enhance communication with diverse stakeholders.
Additional Notes: This position is classified as a National Professional Officer role, meaning that only applications from nationals of Ukraine will be accepted. The remuneration for this position starts at an annual base salary of USD 23,442, subject to mandatory deductions for pension contributions and health insurance. The position offers 30 days of annual leave.
