Job Overview:
The primary objective of this consultancy is to facilitate the successful design and delivery of a workshop aimed at judges and prosecutors on UAE Competition Law, scheduled for November 10-12, 2025, in Dubai. The consultant will collaborate closely with ESCWA and the UAE Competition Department to create comprehensive training materials that include a summarized benchbook, which will encompass laws, guidelines, reference cases, and practical notes. These materials will serve as essential tools for judges and prosecutors, ensuring that the workshop's learning outcomes are effectively achieved. This initiative is part of the UAE's broader efforts to enforce its competition law in alignment with national development strategies and international best practices, thereby enhancing the judicial understanding of the new legal framework and its practical applications.

Duties and Responsibilities:
The consultant will be responsible for several key duties, including:
  • Developing a concise set of training materials, which will consist of slides, reference notes, and case examples. This will also include creating a short reference pack for judges and prosecutors, formatted in a benchbook-style summary or similar, highlighting key precedents and relevant information.
  • Delivering technical presentations and facilitating selected sessions during the workshop to ensure effective knowledge transfer.
  • Coordinating with other experts to maintain coherence and consistency in the training interventions.
  • Liaising with ESCWA and UAE partners to gather feedback and validate the training materials and workshop content, ensuring that they meet the needs of the participants and align with the objectives of the workshop.

Required Qualifications:
Candidates must possess a PhD degree in Law, Economics, or a related field. It is mandatory for all applicants to submit a copy of their educational qualifications, as incomplete applications will not be considered. Additionally, a minimum of 10 years of professional work experience in competition law, antitrust economics, or economic regulation is required, demonstrating a deep understanding of the subject matter and its practical implications.

Educational Background:
The educational background required for this position includes a PhD degree in Law, Economics, or a closely related area. This advanced degree is essential to ensure that the consultant has the necessary theoretical and practical knowledge to effectively contribute to the workshop and the development of training materials.

Experience:
The position requires a minimum of 10 years of professional experience in the fields of competition law, antitrust economics, or economic regulation. Languages:
Fluency in English is required for this position, with a specific emphasis on the ability to speak, read, write, and understand the language at a fluent level.
