Job Overview:
The Costing Analyst position is crucial for the operationalization of ICAO's Cost Recovery Policy. This role focuses on developing robust methodologies to identify, classify, and measure costs across the organization. The Costing Analyst will establish foundational frameworks that enable ICAO to implement sustainable cost recovery mechanisms that align with UN-wide standards and best practices. The position involves developing efficiency measurement capabilities to support ICAO in reporting efficiency gains from organizational improvement initiatives. This role is integral to filling the gap in quantifying effectiveness gains from organizational change initiatives, ensuring that ICAO can meet its financial sustainability and operational excellence objectives. The Costing Analyst will work within established UN frameworks, including the UN Harmonized Cost Recovery Policy and UN-wide efficiency initiatives, delivering the analytical foundation necessary for ICAO's financial strategies.

Duties and Responsibilities:
  • Develop a practical efficiency measurement framework based on the United Nations Efficiency Reporting Task Team methodology for calculating efficiencies, to be deployed during the 2026-28 triennium. This includes researching UN best practices, consulting internal stakeholders, and developing a consistent framework for calculating gains.
  • Design, develop, and maintain comprehensive costing frameworks and templates to support accurate cost measurement across organizational processes. This involves creating standardized costing templates, project costing models, and maintaining model documentation.
  • Conduct detailed cost identification and measurement analysis to establish accurate cost bases for cost recovery activities. This includes identifying, classifying, and quantifying cost components, measuring direct and indirect costs, and preparing detailed cost breakdowns.
  • Perform other related duties as assigned, ensuring that all tasks align with ICAO's broader organizational efficiency goals and compliance with UN standards.

Required Qualifications:
Essential qualifications include a first-level university degree in Accounting, Finance, Business Administration, or a related field, along with a professional accounting designation such as CA, CPA, CGA, or CMA. Desirable qualifications include advanced certificates in cost accounting or project management certification. Candidates should possess a minimum of seven years of progressive experience in management accounting, costing, budgeting, or related financial analysis roles, with demonstrated experience in developing standard costs and cost accounting methodologies. Proven track record in designing and implementing cost models in complex environments is essential, along with experience in efficiency measurement initiatives or cost-saving programs.

Educational Background:
Candidates must have a first-level university degree in a relevant field such as Accounting, Finance, or Business Administration, complemented by courses in cost accounting. A professional accounting designation is mandatory, and advanced certifications in cost management or project management are desirable.

Experience:
The position requires a minimum of seven years of progressive experience in management accounting, costing, budgeting, or related financial analysis roles. Candidates should have a proven track record in developing standard costs and cost accounting methodologies, as well as experience in leading efficiency measurement initiatives or cost-saving programs with quantifiable outcomes. Experience within international organizations or UN agencies is desirable.

Languages:
Excellent reading, writing, and speaking abilities in English are essential. A working knowledge of any other UN language (Arabic, Chinese, French, Russian, Spanish) is considered desirable.

Additional Notes:
This consultancy is for an initial period of eleven months, with a daily rate for Band C varying from CAD 402 to CAD 57
