Job Overview: The Finance Associate position is crucial for providing financial and administrative support to ensure the timely processing, recording, monitoring, and maintenance of financial transactions and accounts related to payments and receipts. This role is under the direct supervision of the Finance Manager and involves adhering to UNOPS financial rules and regulations. The Finance Associate will be responsible for managing budgets, accounting, payroll, and cash management, while also contributing to knowledge sharing and capacity building within the organization. This position is particularly significant in the context of Ukraine's ongoing humanitarian crisis, where effective financial management is essential for supporting recovery and development efforts.
Duties and Responsibilities: The Finance Associate will handle a variety of tasks including:
Administration of budgets and cost-recovery systems, ensuring optimal functioning and preparation of project budgets.
Accounting functions including the control of supporting documents for payments, preparation of vouchers, and execution of payments.
Management of office cash, including daily cash position reviews and bank reconciliations.
Knowledge sharing through organizing training initiatives for personnel on finance-related topics.
Maintenance of accounts receivables and follow-up with partners on contributions.
Preparation of financial reports and timely responses to HQ requests regarding financial data.
Ensuring compliance with UNOPS financial policies and procedures, and contributing to the overall financial health of the organization.
Required Qualifications: Candidates must possess a minimum of 6 years of relevant working experience in finance, accounting, or business administration. Knowledge of UNOPS financial rules and regulations is essential, along with experience in using ERP systems. Proficiency in Google Suite and MS Office is desired. Relevant certifications in financial management or accounting are advantageous, although not mandatory. Candidates should demonstrate a strong understanding of financial processes and the ability to work effectively in a team-oriented environment.
Educational Background: Completion of secondary school is required for this position. A CPA or a first university degree in Business Administration, Public Administration, or equivalent disciplines is desirable and may compensate for some of the required years of experience. Relevant certifications in financial management or accounting are considered a distinct advantage.
Experience: The position requires a minimum of 6 years of relevant working experience in finance, accounting, or business administration. Familiarity with UNOPS financial rules and regulations and experience with ERP systems is preferred. Candidates with experience in UN system organizations will have an added advantage, as this role demands a comprehensive understanding of financial management within a complex organizational structure.
Languages: Full proficiency in both English and Ukrainian is required for this position. This is a local role, open to nationals of Ukraine and individuals with valid residence/work permits. Knowledge of additional languages may be beneficial but is not mandatory.
Additional Notes: This position is classified as a local ICA Support Contract, which is ongoing and subject to organizational requirements, availability of funds, and satisfactory performance.
