Job Overview: The National Program Coordinator will play a crucial role in the effective execution and successful implementation of projects funded by Canada and Luxembourg, particularly in the areas of reproductive health and gender-based violence. This position involves the formulation, implementation, coordination, technical and financial reporting, monitoring, and evaluation of interventions in alignment with national policies and the UNFPA Country Program in Senegal. The coordinator will report directly to the UNFPA Deputy Resident Representative and will be responsible for ensuring that the programs meet their objectives and deliver quality services to women and youth, especially adolescent girls. The role requires a strategic approach to program management, with a focus on enhancing access to integrated quality services and improving maternal health indicators in targeted regions of Senegal. The coordinator will also be tasked with strengthening partnerships and mobilizing resources to support the program's goals.
Duties and Responsibilities: The National Program Coordinator will be responsible for the following duties: A. Coordination of the implementation of the Canadian and Luxembourg projects in line with the Country Program, which includes providing strategic, programmatic, and technical support for planning and implementation of interventions aimed at enhancing access to quality services for women and youth. The coordinator will ensure the quality of program delivery by integrating lessons learned and best practices, and will monitor the financial execution of the program in accordance with UNFPA procedures. B. Improvement of Results-Based Management, which involves strengthening the program monitoring and evaluation framework, ensuring timely reporting by regional experts, and documenting innovations and successful experiences. C. Strengthening advocacy, partnership, and resource mobilization by supporting the country office's efforts in mobilizing resources, enhancing UNFPA's visibility, and developing new partnerships. The coordinator will also be responsible for leading partners in project implementation and communication, and identifying opportunities for innovation in project management.
Required Qualifications: Candidates must possess an advanced university degree in health or relevant social sciences, preferably at least a Master's degree. They should have strong field experience and a minimum of five years in project and program development and management, with a focus on results-based management. Knowledge of national health systems and experience in managing partnerships with government, civil society, private sector, UN agencies, and donors is essential. Candidates should demonstrate excellent analytical, synthesis, and writing skills, as well as the ability to manage technical and financial aspects of integrated development programs. Strong interpersonal, communication, negotiation, advocacy, and resource mobilization skills are also required, along with proficiency in basic computer software such as Word, PowerPoint, and Excel.
Educational Background: The educational background required for this position includes an advanced university degree in health or relevant social sciences, with a preference for candidates holding at least a Master's degree. This educational foundation is critical for understanding the complexities of reproductive health and program management within the context of UNFPA's mission and objectives.
Experience: Candidates should have a minimum of five years of relevant experience in project and program development and management. Languages: Fluency in French is mandatory for this position, as it is the primary language of communication in Senegal. Knowledge of additional languages may be considered an asset, but French and English are the primary languages necessary for effective performance in this role.
