The consultant will serve as a Master Trainer for the Basic Training for CEP (BTCEP) and the Advanced Training for CEP (ATCEP), targeting Water Establishments (WEs) and Municipal Support Teams. The role includes developing training curricula and customer charters for water establishments, with the aim of building sustained institutional capacities in community engagement, accountability, and participatory governance to enhance water service delivery and citizen trust.
Duties and Responsibilities:
Develop comprehensive training packages and methodologies for BTCEP and ATCEP, ensuring they are tailored to the needs of Water Establishments and municipalities. This includes creating training content that covers community engagement principles, interpersonal communication, social behavior change, gender inclusion, protection principles, and applicable water laws.
Conduct three rounds of Basic Training for CEP, delivering sessions to groups of 25 participants, including preparation and reporting phases.
Conduct two rounds of Advanced Training for CEP, focusing on training the trainers (ToTs) with detailed reporting on participant feedback and recommendations.
Revisit and refine BTCEP and ATCEP curricula based on participant feedback and field implementation, submitting updated versions for UNICEF review.
Conduct refresher training sessions for both BTCEP and ATCEP, ensuring that previously trained participants are included and that comprehensive reports are submitted post-training.
Develop and validate a customer charter for Water Establishments in coordination with municipalities, including field visits and validation sessions.
Required Qualifications: Candidates must possess an advanced degree in Social Sciences, Communication, Social Behavior Change, Community Engagement, Public Health, Psychology, Sociology, or related fields. They should have at least 8 years of professional experience in Social & Behavior Change, Community Engagement, and capacity building, preferably within the WASH sector. Proven experience in developing training curricula and delivering training sessions, particularly ToTs, is essential. Candidates should also demonstrate strong knowledge of the water sector, relevant local laws, and compliance, along with excellent interpersonal communication, mediation, and coaching skills.
Educational Background: An advanced degree in relevant fields such as Social Sciences, Communication, Public Health, or related areas is required for this position. This educational background is crucial for understanding the complexities of community engagement and behavior change in the context of water governance.
Experience: The position requires a minimum of 8 years of professional experience in areas related to Social & Behavior Change, Community Engagement, and capacity building, with a strong preference for experience within the WASH sector. Candidates should have a demonstrated track record of developing and delivering training programs, particularly those aimed at training trainers.
Languages: Fluency in both English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
