Job Overview: The position of Consultant for Special Operational Police Skills Training is focused on enhancing the operational readiness of newly appointed officers within the Specialized Operational Units (SOU) of the Kosovo Police. The consultant will be responsible for delivering a comprehensive ten-day training program that aims to equip these officers with essential tactical skills necessary for handling high-risk law enforcement situations. This role is critical in supporting the OSCE's mission to strengthen law enforcement capabilities in Kosovo, ensuring that officers are well-prepared to respond effectively to complex criminal activities. The training will combine theoretical instruction with practical, scenario-based exercises, thereby significantly improving the participants' operational effectiveness and readiness.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Submitting a draft presentation, agenda, and corresponding materials to the project/activity manager for review and potential amendments.
Developing the training methodology, agenda, and materials in consultation with the activity manager, ensuring that all content is relevant and effective.
Delivering the ten-day training program on Special Operational Police Skills for 20 SOU participants, focusing on advanced tactical techniques and operational best practices.
Producing a final consultancy report that summarizes observations during the training and provides recommendations for further action by the OSCE Mission in Kosovo.
Ensuring that all deliverables are submitted on time, including the final version of training materials and the consultancy report.
Required Qualifications: Candidates must possess a university degree, specialized professional school, police academy training, or a degree in sports or a related field. They should have proven experience in specialized police training and a minimum of ten years of relevant professional experience, including at least five years in a training capacity. Extensive knowledge of defensive tactics and techniques used by police is essential. Additionally, candidates must demonstrate excellent written and oral communication skills in local languages, specifically Albanian and/or Serbian. The ability to work collaboratively in a team environment with individuals from diverse cultural and religious backgrounds is crucial, along with flexibility and the capacity to work under pressure.
Educational Background: A Bachelor's Degree or equivalent first-level university degree is required for this position. Candidates with specialized training from a police academy or relevant professional school will also be considered. The educational background should align with the consultancy topic, emphasizing the importance of tactical skills and law enforcement training.
Experience: The position requires a minimum of ten years of relevant professional experience, with at least five years specifically in training roles. Candidates should have extensive experience in defensive tactics and techniques utilized by police forces, demonstrating a strong understanding of the operational challenges faced by law enforcement agencies. Previous experience as a police trainer is highly desirable, particularly in the area of advanced defensive tactics.
Languages: Proficiency in local languages, specifically Albanian and/or Serbian, is mandatory for this position. Excellent communication skills in these languages are essential for effective training delivery and interaction with participants. While not mandatory, proficiency in additional languages may be considered an asset.
Additional Notes: The contract for this consultancy will be based on a Special Service Agreement (SSA) and is expected to last for 13 working days. The consultant will be engaged for the duration of the training program, which is scheduled to start on September 1, 202
