Job Overview:
The position of National Professional Officer - Health Information Systems is integral to the WHO's efforts in modernizing health information systems in member states, particularly in Ukraine. The incumbent will provide technical expertise and operational support to the Ministry of Health and Public Health Center, focusing on enhancing evidence-driven health policies aimed at improving health outcomes. The role involves collaborating with various stakeholders to ensure the integration of digital health solutions while upholding core values such as health equity, gender equality, and human rights. The officer will be responsible for developing and implementing national health information strategies, conducting analyses, and producing reports to monitor health indicators, thereby facilitating evidence-based decision-making processes. This position is crucial for strengthening the health system in Ukraine and ensuring that health information systems are responsive to the needs of the population.

Duties and Responsibilities:
  • Provide technical support in developing, reviewing, and implementing the national health information strategy, ensuring alignment with national and regional health targets.
  • Conduct regular analyses and produce reports and dashboards to monitor key health indicators and track progress towards targets.
  • Collaborate with the Data and Digital Health Unit to support the Ministry of Health and partners in leveraging new technologies for healthcare access and quality.
  • Guide the integration of digital health solutions into the national health system and monitor new initiatives.
  • Facilitate participation in health information networks and working groups to exchange best practices.
  • Support health information system assessments to identify strengths and areas for improvement.
  • Provide capacity building to data management experts on health information technologies.
  • Ensure compliance with data privacy regulations and organize training on data confidentiality.
  • Coordinate with government counterparts to promote integrated information systems. 1
  • Serve as a national focal point on health information and digital health, ensuring timely submission of health data to WHO. 1
  • Perform other health information-related duties as assigned.

Required Qualifications:
Essential qualifications include a university degree (Bachelor's level) in health informatics, information technology, epidemiology, public health, or related fields. Desirable qualifications include a Master's degree or advanced training in relevant areas. Candidates should possess a strong understanding of health information systems, digital health applications, and the principles of epidemiology and biostatistics. They should also demonstrate analytical, presentation, and report-writing skills, as well as the ability to work in a multi-disciplinary, fast-paced environment. Knowledge of international organizations' goals and procedures is also essential.

Educational Background:
Candidates must have a university degree (Bachelor's level) in health informatics, information technology, epidemiology, public health, or equivalent areas relevant to the position. A Master's degree or advanced training in any of these fields is desirable, indicating a higher level of expertise and understanding of complex health systems.

Experience:
The position requires at least 2 years of professional experience at the national level in health systems, public health, and health information-related areas, particularly with digital health technologies. Candidates should have demonstrated experience working with public projects and engaging multiple stakeholders, including national policymakers, NGOs, and the private sector. Desirable experience includes working with digital health services and planning and implementing health-related projects or programs.

Languages:
Essential languages include expert knowledge of English and Ukrainian. Knowledge of other official WHO languages is desirable, enhancing communication and collaboration in a diverse work environment.

This is a National Professional Officer position, meaning only applications from nationals of Ukraine will be accepted. The position offers an annual base salary starting at USD 38,776, with mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave.
