Job Overview:
The National Professional Officer will play a crucial role in supporting the WHO Country Office in Ukraine, particularly within the Health Emergencies Programme. The incumbent will be responsible for providing technical support to the Incident Management team, focusing on data collection and management. This position requires a strong understanding of public health surveys and the ability to coordinate and oversee the implementation of social health surveys. The officer will also develop tools to harmonize data collection processes across WHO Country Office and field offices, ensuring that information is consolidated and shared effectively among partners. The role emphasizes the importance of data-driven emergency response and recovery of health systems in humanitarian settings, aligning with WHO's mission to improve health outcomes for vulnerable populations.

Duties and Responsibilities:
1) Provide technical support to the Incident Management team in data collection and management, ensuring accuracy and completeness of data through the coordination of social health surveys. 2) Develop and adapt study protocols and tools for routine and ad hoc assessments, ensuring compliance with WHO standards. 3) Lead the development of plans for data collection and analysis activities, ensuring the highest standards are met. 4) Create tools to harmonize data collection processes across WHO Country Office and field offices, facilitating information consolidation. 5) Respond to specific information requests from technical teams and partners, ensuring effective dissemination of information. 6) Provide technical expertise related to information collection and data management, improving information sharing between institutions. 7) Coordinate national assessments with emergency management team and health cluster partners, ensuring interoperability of results and minimizing duplication. 8) Develop a WHO Country Office data repository for survey-related documents. 9) Support the implementation of BCI studies in Ukraine and conduct other related tasks as required.

Required Qualifications:
Essential qualifications include a first university degree (Bachelor's level) in social science, sociology, political science, system analysis and management, or a related field. A postgraduate degree in public health is desirable. Candidates should possess a good understanding of survey design, data analysis, and report writing, preferably in the public health area. Knowledge of behavioral and cultural insights in health and the national public health system is also essential. WHO competencies required for this position include teamwork, respect for individual and cultural differences, effective communication, producing results, and promoting innovation and organizational learning.

Educational Background:
Candidates must hold a first university degree (Bachelor's level) in a relevant field such as social science, sociology, political science, system analysis and management, or a related discipline. A postgraduate degree in public health is considered desirable and would enhance the candidate's qualifications for the role.

Experience:
The position requires at least 2 years of relevant work experience in study design and public health surveys at both national and subnational levels. Experience working with WHO or other international organizations is desirable, particularly in implementing health needs assessments and national social health surveys. Candidates should demonstrate a solid background in data collection and management within the public health sector.

Languages:
Essential language skills include expert knowledge of English and Ukrainian. Knowledge of other official WHO languages is considered desirable and may enhance the candidate's ability to communicate effectively in a diverse work environment.

Additional Notes:
The position offers an annual base salary starting at USD 38,776, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave.
