Job Overview:
The ICT Analyst plays a crucial role in overseeing the implementation of ICT policies and standards set by UNFPA HQ. This position involves providing ICT and administrative support services to the UNFPA Country Office and ensuring the effective management of ICT services, data, information, and workflow. The ICT Analyst will report to the International Operations Manager (IOM) and is expected to lead the execution of ICT services in the Country Office and sub-offices. The role requires compliance with UNFPA ICT policies and procedures, acting as the focal point for all ICT-related matters, and developing and implementing ICT management systems and strategies. The ICT Analyst will also provide daily technical support to users of information management tools and technology infrastructure, including emerging AI-powered solutions adopted by the organization.

Duties and Responsibilities:
  • Oversee the implementation of ICT management systems and strategies, ensuring compliance with corporate information management and technology standards. Support the use of Quantum for improved business results and client services. Advise on administrative business processes mapping and implementation of internal standard operating procedures. Prepare results-oriented work plans.
  • Ensure effective functioning of CO hardware and software packages, including overseeing technical functions, managing installations, ensuring endpoint protection, and monitoring file server traffic. Manage the setup and rollout of AI software and provide support for cloud-based backup and disaster recovery strategies.
  • Ensure ICT security" style="border-bottom: 1px dotted #007bff !important;">security in the office by managing passwords and related policies, ensuring unauthorized software is not loaded, and maintaining user access controls.
  • Oversee network administration, troubleshooting network problems, responding to user needs, and organizing off-site storage of backups.
  • Supervise administrative support, maintaining an inventory of software and hardware, establishing databases, and managing ICT support for key events.
  • Facilitate knowledge building and sharing by developing training for CO staff on ICT issues and participating in knowledge networks and interagency working groups.

Required Qualifications:
A Master's degree in Information Technology, Computer Science, or a related field is required. Related professional certifications are desirable. Candidates should have not less than two years of progressive experience in ICT, preferably in network infrastructure or cloud-based application administration. Thorough knowledge of ICT networks and connectivity concepts is an asset. Relevant certifications in hardware and software management, including Zoom, Microsoft OS, and Google Workspace tools, are essential. Candidates should possess good knowledge of PC/LAN operating systems, corporate ICT security, and viral protection systems, as well as experience with managing network security, VPNs, firewalls, and troubleshooting connectivity to cloud services. Skills in scripting or automation for ICT management are also desirable.

Educational Background:
Candidates must hold a Master's degree in Information Technology, Computer Science, or a related field. Additional professional certifications in relevant areas are considered an asset and may enhance a candidate's profile.

Experience:
Candidates should have at least two years of progressive experience in ICT, with a focus on network infrastructure or cloud-based application administration. Experience in managing modern network security, VPNs, firewalls, and troubleshooting connectivity issues is essential. Candidates should also demonstrate the ability to integrate office automation needs with available resources and solve systems/hardware/software problems effectively.

Languages:
A solid command of spoken and written English and Somali is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
