Job Overview: The Health Specialist position is part of the Pandemic Fund, which is a collaborative partnership aimed at strengthening pandemic prevention, preparedness, and response capacities globally, particularly in low- and middle-income countries. The selected candidate will play a crucial role in the Grant Operations, Portfolio Management, and Monitoring & Evaluation (M&E) team, working closely with both internal and external stakeholders to ensure the effective delivery of high-quality results. This role involves supporting the design and rollout of funding rounds for the Pandemic Fund, managing project proposals, and contributing to the overall strategic objectives of the Fund. The Health Specialist will also engage in monitoring and evaluation activities, ensuring that projects align with the Fund's goals and contribute to the broader mission of the World Bank Group.
Duties and Responsibilities: The Health Specialist will be responsible for a variety of tasks, including:
Supporting the design, development, and rollout of the Pandemic Fund’s funding rounds and calls for proposals, which involves preparing necessary documentation for Board approval, fielding queries from applicants, and managing the application process.
Analyzing submitted proposals and developing allocation scenarios for funding decisions.
Maintaining the online Applications Portal and Project Reporting Portal to facilitate project management.
Implementing the Pandemic Fund’s Post-Approval Change Policy by assessing project change requests and advising leadership on next steps.
Coordinating with Implementing Entities and project counterparts to launch and monitor projects.
Supporting M&E functions through portfolio analysis and preparation of progress reports.
Contributing to reviews and evaluations of the Pandemic Fund and overseeing external consultants as necessary.
Fostering strong relationships with project teams, Board members, and other stakeholders to ensure effective collaboration and communication.
Required Qualifications: Candidates must possess a Master’s degree in public health or a related field such as Economics, Public Policy, International Development, or Business Management. Additionally, a minimum of five years of relevant operational experience in global health and finance is required, preferably within the World Bank Group or similar multilateral organizations. Candidates should demonstrate a strong understanding of the global health financing landscape and the ability to navigate complex organizational structures. Familiarity with World Bank operational policies and procedures is essential, and knowledge of other Implementing Entities' policies is advantageous. Strong analytical skills, strategic thinking, and the ability to synthesize information from diverse sources are critical for success in this role.
Educational Background: The position requires a Master’s degree in public health or a relevant discipline. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to address global health issues effectively. The degree should ideally be complemented by coursework or experience in economics, public policy, international development, or business management, which are all relevant to the functions of the Pandemic Fund.
Experience: The ideal candidate should have at least five years of operational experience working at the intersection of global health and finance. This experience can be gained through roles in multilateral organizations, international partnerships, or similar environments where the candidate has engaged with global health financing and project management. The candidate should demonstrate a proven track record of managing complex projects and collaborating with diverse stakeholders.
Languages: The mandatory language for this position is English, as it is the primary language of communication within the World Bank Group. Proficiency in French is preferred, as it may enhance communication with stakeholders in Francophone countries and regions. Knowledge of additional languages could be beneficial but is not required.
