Job Overview:
The Investment Officer for Infrastructure will play a crucial role in expanding IFC's upstream business in the Middle East and North Africa (MENA) region. This position involves working closely with a diverse team of upstream professionals and investment colleagues across various countries. The officer will be responsible for developing a robust pipeline of pre-investment and investment opportunities by analyzing market trends and identifying innovative solutions that can address the unique challenges faced by emerging markets. The role requires leading upstream project execution, which includes supervising teams, designing and structuring projects, and managing relationships with sponsors, governments, and other stakeholders. The officer will also contribute to the administration and reporting of the regional industry upstream portfolio, ensuring compliance with internal governance and reporting requirements. This position is vital for driving IFC's mission of fostering private sector solutions and developing impactful projects that enhance economic growth and sustainability in the region.

Duties and Responsibilities:
The Investment Officer will be tasked with a comprehensive set of responsibilities, including:
  • Developing a strong pipeline of quality pre-investment and investment opportunities by anticipating market trends and leveraging sector knowledge.
  • Identifying, designing, and structuring upstream initiatives that have the potential to lead to IFC investments.
  • Leading upstream project execution, which involves team supervision, project design, structuring, and managing relationships with sponsors and relevant stakeholders.
  • Contributing to the administration and reporting of the regional industry upstream portfolio, including monitoring progress against KPIs and preparing regular reports.
  • Collaborating in developing client strategies and engagement plans, conducting sector analysis, and preparing persuasive content for investment proposals.
  • Engaging proactively with clients to demonstrate IFC's value-add and optimize the risk-return profile of investments.
  • Gathering market intelligence and analyzing portfolio trends, risks, and opportunities.
  • Leading investment transactions, ensuring thorough due diligence and client satisfaction.
  • Collaborating with country and sector teams to generate new investment ideas and strategies. 1
  • Working with the World Bank to implement necessary sector and regulatory reforms. 1
  • Convening stakeholders and forming partnerships to enable the delivery of pre-investment and investment initiatives. 1
  • Mentoring and coaching junior team members to enhance team performance and client relationship management.

Required Qualifications:
Candidates must possess a Master's degree or equivalent professional qualification in Business, Finance, Economics, or a related field. A minimum of 5 years of relevant experience in infrastructure project investment and financing is required, with a proven track record in sourcing, structuring, and closing investments. Strong financial and credit skills are essential, along with the ability to structure various financial instruments, including project finance and corporate debt. Knowledge of infrastructure sectors such as power, transportation, utilities, and technology is crucial, as well as experience in engaging with private sector clients and government stakeholders. Candidates should demonstrate project management experience, including monitoring and reporting on a portfolio of projects. A genuine commitment to development and the mission of the World Bank Group and IFC is expected, along with excellent interpersonal skills and the ability to communicate effectively with diverse audiences.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent professional qualification in relevant fields such as Business, Finance, or Economics. This advanced education is essential to equip the candidate with the necessary analytical and strategic skills required for the role.

Experience:
The position requires at least 5 years of relevant experience in infrastructure project investment and financing activities. Candidates should have a proven track record in sourcing, structuring, and closing investments, as well as experience in supervising loan and equity exposures. Familiarity with project/program management and the ability to execute against defined business development milestones is also necessary.

Languages:
Fluency in English is mandatory for this position, as excellent verbal and written communication skills are required. Proficiency in Arabic is preferred and would be considered an asset, enhancing the candidate's ability to engage with local stakeholders and clients effectively.
