The position is located within the Trafficking in Persons and Smuggling of Migrants Unit of the Regional Office for West and Central Africa (ROSEN), which is part of the United Nations Office on Drugs and Crime (UNODC). Job Overview:
The Associate Administrative Officer will play a crucial role in supporting the administration of the unit’s work programme. This includes establishing priorities, monitoring outputs against agreed targets, and ensuring the delivery of high-quality, client-oriented administrative services. The incumbent will be responsible for providing administrative and financial support for the planning and implementation of programme and project activities, ensuring compliance with UNODC regulations and donor requirements. The position requires a proactive approach to identifying operational and financial issues and proposing corrective actions. The Associate Administrative Officer will also coordinate the organization of meetings and conferences, ensuring that all logistical and administrative arrangements are in place. This role is essential for the effective functioning of the unit and requires frequent interaction with project team members, national counterparts, and international experts.

Duties and Responsibilities:
The duties and responsibilities of the Associate Administrative Officer include:
  • Contributing to the administration of the unit’s work programme by supporting the establishment of priorities and monitoring outputs against agreed targets.
  • Providing administrative and financial support for the planning and implementation of programme and project activities.
  • Assisting with the preparation and monitoring of work plans, budgets, and financial reports.
  • Reviewing and coordinating budget submissions to ensure completeness and accuracy.
  • Monitoring financial and administrative implementation and proposing corrective actions as needed.
  • Supporting the management of grants and partnership agreements, ensuring compliance with donor and UNODC requirements.
  • Coordinating the organization of meetings and conferences, including participant registration and travel processing.
  • Contributing to knowledge sharing and capacity building of administrative and field staff.
  • Collecting and analyzing data to identify trends and provide insights for decision-making. 1
  • Performing any other work-related tasks as required.

Required Qualifications:
The position requires an advanced university degree (Master's degree or equivalent) in business or public administration, human resources, finance, or a related area. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Candidates should have a strong understanding of administrative, budgetary, financial, and human resources policies and procedures, as well as the ability to apply various United Nations administrative rules and regulations in work situations. The ideal candidate will demonstrate professionalism, planning and organizing skills, and client orientation.

Educational Background:
Candidates must possess an advanced university degree (Master's degree or equivalent) in business or public administration, human resources, finance, or a related area. A first-level university degree in similar fields, combined with two additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. This educational background is essential for understanding the complexities of administrative and financial processes within the UN framework.

Experience:
A minimum of two years of progressively responsible experience in finance, administration, human resources, procurement, or a related field is required. Candidates should have experience working with Enterprise Resources Planning (ERP) systems, and experience with an SAP database is desirable. Additionally, experience in budget and financial planning and monitoring, as well as familiarity with data analytics, will be advantageous. Experience within the United Nations System or similar international organizations is also desirable, as it provides insight into the operational context of the role.

Languages:
Fluency in English and French is required, as these are the working languages of the United Nations Secretariat. Knowledge of another United Nations official language is considered an advantage, enhancing the candidate's ability to communicate effectively in a multilingual environment.
