Job Overview: The position of International Consultant for Gender and Anti-Corruption Training involves developing a training methodology and conducting training sessions aimed at integrating a gender perspective into anti-corruption efforts. The consultant will be responsible for examining how policies and practices affect women and men differently, addressing disparities, and promoting gender equality in the context of corruption. This role is crucial as it recognizes that both women and men are impacted by corruption in distinct ways, and it aims to strengthen institutional integrity and gender responsiveness within public administration. The consultant will work closely with government institutions and stakeholders to ensure that gender mainstreaming is effectively integrated into strategic planning processes and public finance management, ultimately contributing to the country's progress towards EU standards and obligations.
Duties and Responsibilities: The consultant will be expected to complete several key deliverables, including: conducting a desk review of relevant documents and international reports on anti-corruption in North Macedonia; developing a comprehensive training methodology and modules focused on gender and anti-corruption; preparing training materials and exercises for practical workgroups; conducting a series of training courses targeting administrative servants, cabinet officials, and special advisors in the government; providing recommendations and written guidance for practical integration of gender perspectives in anti-corruption work; and preparing a final report to be submitted and approved by the Head of UN Women Office in the country. Each of these tasks is designed to enhance the capacity of government officials in gender mainstreaming within the anti-corruption framework.
Required Qualifications: Candidates must possess an advanced academic degree (minimum Master’s) in Gender/Women’s Studies, Development Studies, EU Studies, Law, Public Administration, Political Sciences, Social Sciences, or a related field. Alternatively, a Bachelor’s degree combined with two additional years of relevant professional experience may be accepted in lieu of the advanced degree. The consultant should have a proven record of advanced knowledge in gender equality and experience in gender mainstreaming, women’s rights, and empowerment. Strong analytical and research skills, as well as excellent written and oral communication abilities, are essential. Experience in conducting gender analysis, research, and assessments, particularly in the justice and anti-corruption fields, is highly desirable.
Educational Background: The educational background required for this position includes an advanced academic degree, specifically a Master’s degree in relevant fields such as Gender/Women’s Studies, Development Studies, EU Studies, Law, Public Administration, Political Sciences, Social Sciences, or related disciplines. A Bachelor’s degree may be considered if accompanied by sufficient professional experience in the relevant areas.
Experience: Candidates should have at least 5 years of experience in gender mainstreaming, women’s rights, gender equality, and women’s empowerment, or related fields. This experience should include analytical and research capabilities, as well as a proven track record in conducting gender analysis and assessments. Experience in the justice and anti-corruption sectors is considered an asset, along with a background in conducting training sessions for diverse target groups. Familiarity with government institutions and capacity-building initiatives related to gender equality will be advantageous.
Languages: Professional proficiency in English, both oral and written, is required for this position. This proficiency is essential for effective communication and the delivery of training materials. Additional language skills may be beneficial but are not mandatory.
Additional Notes: This consultancy is expected to be conducted online and in North Macedonia, with specific workshops organized in Skopje. The timeline for deliverables includes a series of tasks to be completed between September and October 2025, with specific due dates outlined for each deliverable. The consultant will report to the UN Women Head of Office in the country and will work under the overall guidance of the GRG Outcome II Project Assistant. The position is likely to be part-time, with a focus on delivering specific training sessions and developing methodologies.
