Job Overview:
The consultant will play a crucial role in strengthening Paraguay's technical and institutional capacity for the preparation of an inventory of banks of used or unwanted controlled substances. This includes developing a comprehensive plan for the collection, transport, and disposal of such substances, with a focus on recycling, reclamation, and cost-effective destruction in accordance with ExCom Decision 91/6
Duties and Responsibilities:
The consultant's primary duties will include:
  • Establishing an inventory of banks of used or unwanted controlled substances in Paraguay.
  • Developing an action plan that outlines activities and policies for enhancing the collection and disposal of these substances.
  • Collaborating with government officers, private sector representatives, and civil society to gather data and insights for the inventory.
  • Conducting statistical analyses and preparing surveys to assess the current state of controlled substances in Paraguay.
  • Providing technical assistance and capacity development to local stakeholders to ensure effective implementation of the action plan.
  • Reporting on progress and challenges to the OzonAction Regional Network Programme Officer, ensuring alignment with UNEP's objectives.

Required Qualifications:
Candidates must possess a Master's or equivalent engineering degree in mechanical or chemical engineering, environmental sciences, or a related field. Additionally, candidates should demonstrate excellent interpersonal skills for effective communication with government officials, private sector representatives, and civil society. The ability to work independently while also participating in teamwork is essential, as is the capacity to thrive in a multicultural environment. Strong communication skills are a must, along with a minimum of five years of responsible experience in project or programme implementation related to multilateral environmental agreements (MEAs).

Educational Background:
A Master's degree or equivalent in mechanical or chemical engineering, environmental sciences, or a related area is required for this position. This educational background is essential to understand the technical aspects of managing controlled substances and implementing environmental policies effectively.

Experience:
Candidates should have at least five years of relevant experience in project or programme implementation, particularly in areas related to multilateral environmental agreements (MEAs). Experience in inventory projects involving the private sector for greenhouse gases (GHGs) or substances regulated under the Montreal Protocol, particularly ozone-depleting substances (ODS) and hydrofluorocarbons (HFCs), is highly desirable. Familiarity with statistical methods, data analysis, and database design is also crucial for this role. Previous experience working with government officials in the Latin American region and knowledge of legislation related to comprehensive waste management will be advantageous.

Languages:
Fluency in Spanish is required for this position, as it is essential for effective communication with local stakeholders. A working knowledge of English is highly desirable, as it may be necessary for reporting and collaboration with international partners.
